本計畫範圍為頭前溪水系主流頭前溪、支流油羅溪及上坪溪,計畫含斷面樁清查、埋設與坐標測量,河道縱橫斷面測量及防洪與跨渠建造物調查。以本次測量為基礎資料,進行水理分析、通洪能力檢討、河道沖淤分析等分析工作。斷面樁清查、補設及控制測量部分,斷面樁測量總計642個,水泥樁有137個、鋼片樁有411個、鋼釘有94個。大斷面測量部分,共完成河川斷面測量含跨渠(河)構造物上下游計321處,防洪工程設施、閘門、灌溉取水口及排水流入工共調查頭前溪流域兩岸合計約130公里。河道平均河床高變化,頭前溪河口至舊社大橋65~113年河床平均沖刷深度為1.6公尺,舊社大橋至隆恩堰65~113年河床平均沖刷深度為3.07公尺,隆恩堰至上坪溪匯流口65~113年河床平均沖刷深度為5.24公尺;油羅溪匯流口至橫山二崁圳固床工78年~113年河床平均沖刷0.7公尺,義興大橋至新樂大橋78年~113年河床平均沖刷0.7公尺;上坪溪頭前溪匯流口至上坪堰78~113年河床平均沖刷深度為4.27公尺,上坪攔河堰至五峰大橋78~113年河床平均沖刷深度為0.44公尺,五峰大橋至清泉大橋於100~113年間呈現回淤,河床平均淤積0.90公尺。本計畫以無人機拍攝河道影片,標示頭前溪水系最新水道治理計畫線、用地範圍線、堤防護岸、防洪、跨河構造物及水防道路等,茲供規劃工作參考。

Toucian River is geographically located in Hsinchu County with a basin area of 565.94 square kilometers. Its tributaries, the Shangping River and Yuoluo River, merge in the upper reaches of Zhudong Township to form the Toucian River. Toucian River flows westward through Zhudong Township, Xionglin Township, Zhubei City, and Hsinchu City, and then joins with Fongshan River near Nanliao, Hsinchu City, for about 500 meters before discharging into the Taiwan Strait.The purpose of this plan is to complete a survey of the river cross-sections and flood control structures of Toucian River and its tributaries. The survey results will be used to compare and analyze historical data in order to understand changes in river flushing and siltation, as well as the potential damage to flood control structures. To achieve these research objectives, the project has completed 642 cross-section pile points and 321 cross-section surveys. These were followed by simulations of the river using the HEC-RAS one-dimensional quantitative flow model, which calculates simulation results under a 100-year return period flow. These results, along with the current measurement data, will be used to assess the safety of flood capacity and cross-river structures, as well as to analyze scour and deposition in the river channel in recent years.1. Survey of river cross sections and flood control structures(1) Section Pile Inventory and Control Survey: A total of 642 section piles were surveyed, including 137 concrete piles, 411 steel sheet piles, and 94 steel nails. The number of piles in the Toucian River is 192, consisting of 59 concrete piles, 94 steel sheet piles, and 39 steel nails. In the Shangping River, the total number of piles is 254, including 27 concrete piles, 173 steel sheet piles, 52 steel nails, and 2 timber piles. The total number of piles in the Yuoluo River is 196, consisting of 33 concrete piles, 140 steel sheet piles, and 23 steel nails.(2) River Cross-Section Survey: A total of 321 river cross-section surveys, including surveys of cross-river structures, were completed. Additionally, a total of 130 kilometers of flood control facilities, gates, irrigation intakes, and drainage inflows were surveyed on both sides of the Toucian River watershed.2. Analysis of Scour and Deposition(1) The average depth of scouring in the riverbed from the estuary of Toucian River to Jiushe Bridge was 1.6 meters over 65–113 years. From Jiushe Bridge to Longen Weir, the average depth of scouring was 3.07 meters over 65–113 years. From Longen Weir to the confluence of the Shangping River, the average depth of scouring was 5.24 meters over 65–113 years.(2) The average depth of scouring from the confluence of the Yuoluo River to the consolidation work of the Canal of Hengshan (sections 49–57) was 0.7 meters over 78–113 years. The average depth of scouring from Yixing Bridge to Xinle Bridge (cross-sections 74–98) was also 0.7 meters over 78–113 years.(3) The average scouring depth from the confluence of the Toucian River and Shangping Rivers and Shangping Weir (cross-sections 0–14) was 4.27 meters over 78–113 years. From Shangping Weir to Wufeng Bridge (cross-sections 15–39), the average depth of scouring was 4.27 meters over 78–113 years. From Wufeng Bridge to Qingquan Bridge (cross-sections 40–73), the average depth of scouring was 0.44 meters over 78–113 years.3. Drone Videography of Toucian River Unmanned Aerial Vehicles (UAVs) were used to film videos of the river channel. The footage was marked with the latest alignment of the levee, the boundary line of the proposed levee, embankments, riverbed protections, cross-river structures, and water emergency flood barrier roads along the Toucian River. This footage serves as a reference for the relevant planning work.
