因應都市急遽發展及氣候變遷的雙重挑戰，經濟部水利署提出逕流分擔與出流管制措施，相關水利法修正案業於107年5月29日立法院第9屆第五會期第14會議完成三讀修正通過，奉總統107年6月20日華總一義字第10700066601號令公布。水利法修正條文第八十三條之二第一項規定：「為因應氣候變遷及確保既有防洪設施功效，中央主管機關得視淹水潛勢、都市發展程度及重大建設，公告特定河川流域或區域排水集水區域為逕流分擔實施範圍，主管機關應於一定期限內擬訂逕流分擔計畫」。本計畫鳳山溪水系逕流分擔進行評估規劃，可以作為後續辦理相關逕流分擔計畫之基礎，落實鳳山溪水系推行逕流分擔實施範圍與計畫之公告。

In order to adapt to the double challenges of rapid urban development and climate changes, the Ministry of Economic Affairs has published the “The Runoff Allocation Implementation Limits and The Methods of Approval, Announcement and Implementation” on February 19, 2019 and effective on February 1, 2019; the Water Resources Agency has also published “ Runoff Allocation Technical Manual” on May 21, 2020. In order to implement the announcement of the planning of runoff allocation for the Fengshan River System project in the future, the project conducts an evaluation and planning on the runoff allocation for the Fengshan River as the basis for the upcoming planning.
