奉行政院 109 年 5 月 6 日院臺經字第 1090012044 號函核定之「中央管流域整體改善與調適計畫(110~115 年) 」，辦理 26 條中央管河川及跨直轄市、縣(市)水系之「流域整體改善與調適規劃」。 歷年我國針對重大災害或地區發展提出諸多專案性計畫，已大幅改善水道水患風險與易淹水地區洪氾課題。惟目前執行中之「重要河川環境營造計畫(104~109 年)」、「海岸環境營造計畫(104~109 年)」及「區域排水整治及環境營造計畫(104~109 年)」等 3 計畫(以下簡稱前期計畫)，即將於 109 年底屆滿。本規劃將透過氣候變遷壓力測試釐清流域高、中、低水道與土地洪氾風險區位，並審視相關既有工程與非工程措施如何持續改善水道防洪設施功能與提升國土承洪調適能力。規劃以流域為整體考量，整合治理方向與管理調適策略，以因應未來環境情勢變化。 本規劃跳脫以往以水道治理為主，將打造國土韌性承洪觀念，透過土地利用治理與管理，承襲 NBS(Nature-Based Solution)理念，將生態系服務功能納入整體考量，營造水、自然與人相互之平衡關係。導入民眾參與，將流域上、中、下游扣合國土與海岸空間規劃，並以跨域合作連結水道治理、海岸管理、逕流分擔出流管制、在地滯洪、結合

The framework of this two years project is mainly based on the “中央管流域整體改善與調適計畫(110~115年)” proposed by WRA, MOEA in 2020. The object of this project is to propose the integrated strategies for the Puzi River Watershed, which is able to incorporate the adaptation and resilience in flood-prone areas of watershed. This project focus on four main aspects composed of flooding risk of river and watershed system, blue and green network conservation, and river-channel-bank environment construction to conclude the developing visions, short-medium-long term goals and the following adaptive countermeasures. According to the reference manual proposed by WRA, the main items of this project including basic information collection of watershed, developing targets, visions and goals, adaptive strategy planning and public participation. This project carried action items which describe the four main aspects of information of the watershed system and analyzed the subjects. The subject’s target vision and goals issues are based on data collection, field survey, and interview of the private sector, which proposed the river and watershed system, blue and green network conservation, and river-channel-bank environment construction to form the target vision and goals. According to the listed target vision and goals collaborate with public and private sector discussion and private participation to gather consensus and further integrating into the adaptation strategies.
