甲仙攔河堰位於高雄市甲仙區甲仙大橋上游約450m處，每年引旗山溪多餘水量約1億立方公尺至南化水庫蓄存利用。另配合南化水庫與高屏溪攔河堰聯通管路營運，統籌嘉義、台南及高雄地區水資源調配運用。甲仙攔河堰自民國88年完工營運至今已20餘年，為確保設施正常使用，除依規定辦理維護工作外，更須進行安全檢查。攔河堰右岸上邊坡為林務局列管之國有林D044及D047大規模崩坍潛勢區，曾於颱風豪雨過後發生多次崩坍。為了解邊坡安定狀況，已設置各項監測儀器，目前監測結果顯示，邊坡尚屬穩定，惟各項監測工作仍須持續辦理。輸水隧道自完工至今，經歷921等多次大地震；據民國105年11月「甲仙攔河堰第二次安全評估報告」顯示有多處裂縫、滲水、混凝土白華、蜂窩及鋼線網外露等異常現象，已於「107年度甲仙攔河堰輸水隧道修復工程」完成初步修繕；110年初隧道目視檢查結果，仍有20餘處異常現象須改善。甲溪攔河堰為南部重要水資源設施之一，在安全及水資源運用上均不容許發生安全上的事故，故為確保引水及營運期間堰區及輸水隧道結構物之安全及穩定，研提本計畫書將安全監測與檢查作業以委託技術服務方式辦理。

The Jiaxian Barrage is located about 450m upstream of the Jiaxian Bridge in Jiaxian District, Kaohsiung City. Every year, about 100 million cubic meters of excess water from the Qishan River is diverted to the Nanhua Reservoir for storage and utilization. In addition, it cooperates with the operation of the connecting pipeline between Nanhua Reservoir and Gaoping River Weir, and coordinates the deployment and utilization of water resources in Chiayi, Tainan and Kaohsiung. Jiaxian Weir has been in operation for more than 20 years since it was completed in 1999. In order to ensure the normal use of the facilities, in addition to performing maintenance work according to regulations, safety inspections must also be carried out. The upper slope on the right bank of the weir is the large-scale collapse potential area of state-owned forests D044 and D047 under the management of the Forestry Bureau. It has collapsed many times after typhoons and heavy rains. In order to understand the stability of the slope, various monitoring instruments have been installed. The current monitoring results show that the slope is still stable, but various monitoring tasks still need to be carried out continuously. Since the completion of the water tunnel, it has experienced many major earthquakes such as 921; according to the Second Safety Assessment Report on Jiaxian Barrage Weir in November 2016, it shows that there are many cracks, water seepage, concrete white, honeycomb and steel wires Anomalies such as net exposure have been preliminarily repaired in the 2018 Jiaxian Barrage Water Conveyance Tunnel Repair Project; visual inspection results of the tunnel in early 2021 showed that there are still more than 20 abnormal phenomena that need to be improved. The Jiaxi barrage is one of the important water resource facilities in the south. Safety accidents are not allowed in terms of safety and water resource utilization. Therefore, in order to ensure the safety and stability of the weir area and water delivery tunnel structures during water diversion and operation, In this proposal, the safety monitoring and inspection operations will be handled in the form of entrusted technical services.
