由於近年新竹地區社經發展快速成長，公共需水量逐年增加，經濟部水利署北區水資源局規劃增加寶山第二水庫庫容，以減少缺水之可能性，加高溢洪道堰高為一解決方式。溢洪道加高有多項控制條件，按照大壩安全權重關係排序，第一為壩體出水高之限制，第二為壩體及溢洪道安全，第三為地形是否形成新的薄山脊，第四為水源限制條件，第五為滿水位是否影響引水路引水能力。經由各限制條件之評估分析，寶二水庫溢洪道可加高1.35公尺，蓄水位標高從150公尺提高至151.35公尺，蓄水量從現況3226萬立方公尺(109年量測)提升至3418萬立方公尺，庫容可增加192萬立方公尺，供水效益可較現況增供至少每日0.9萬立方公尺，視供水日數而異。為配合溢洪道加高，庫區中受影響之土建設施包含溢洪道陡槽及取水塔須配合水位蓄升進行改善工作。其中取水塔水工機械部分考量閘門操作與維護之安全及便利性，亦須配合改善。其餘經分析及檢討，無論是出水高之限制、地形限制、水源限制、大壩及其他設施安全等，均能滿足限制條件及其安全性，故其加高具有必要性及可行性。

In response to economic development and increased water demand in the Hsinchu area, the Northern Region Water Resources Office plans to reduce the likelihood of water shortage by increasing the total capacity of Baoshan Second Reservoir. Heightening of the spillway weir was proposed as a solution. The project is subject to multiple restricting factors that can be weighed based on overall reservoir safety. These restricting factors are, in order of importance, the freeboard of the dam, weir and spillway safety, whether a thin ridge has formed, water source, and whether the revised full capacity level affects the diversion works and the ability to divert water. Following analysis of each restricting factor, it was concluded that elevation of the spillway weir can be rasied by 1.35 m, from El.150.00 to El.151.35. This will increase reservoir capacity from 32.26 million m3 to 34.18 million m3. The additional capacity of 1.92 million m3 can effectively supply, at minimum, an additional 9,000 m3 per day, depending on the number of days of water supply. Heightening the spillway weir will affect civil works in the reservoir area. The rise in water levels makes it necessary to undertake improvements of the spillway chute and intake tower. For the intake tower hydraulic and mechanical works, the safety and convenience of gate operation and maintenance must be improved. Analyses and investigations of other restricting factors, including freeboard of the dam, terrain, water source, and the safety of the dam and other facilities, indicate that heightening of the spillway weir is feasibile.
