集集攔河堰座落於南投縣集集鎮濁水溪林尾隘口，以提高水位引用河川逕流水量供應下游濁水溪沖積扇之彰化、雲林地區面積約10萬公頃農田灌溉用水外，並提供雲林地區民生用水、雲林離島工業區工業用水等，為濁水溪流域之水源統籌調配及聯合運用控制樞紐。集集攔河堰及附屬設施設置有上百座閘門，並建置有濁水溪水源運用管理系統，由本局集集攔河管理中管理，由於管理中心編制人力有限，為期達到上述共同引水營運目標，爰辦理委託計畫。

Ji-Ji Conjunctive Diversion Weir Project was initiated by the government as a project, which integrated a series of outdated long-standing poor efficiency intakes and irrigation facilities along both sides of Choshui River into one optimized weir, It mainly functioned was not only to provide abundant water resources to meet downstream agriculture demand, but also to balance domestic water supply in Yunlin county and industrial water demand of Off-shore Industrial District. In addition, the project kept ground water recharge through irrigation systems during wet season from excessive water extraction and associated land subsidence. According to this study，there are some conclusion as below: 1. Ji-Ji Conjunctive Diversion Weir Project provide abundant water resources to meet downstream demand in the later 19years 2002~2020. The average annual water supply during the later 19 years 1,919 million m3, is slightly lower than the goal 2,084 million m3 for 2019. The main reason is that the water demand of Off-shore Industrial District and newly-increased irrigated area had not reached the goal, and the annual river flow in 2002~2003 was below planning value. 2. Ji-Ji weir water subject to review after each trading ： (1)Agricultural water：19 years and seven years before the trading average agricultural water supply quantity, the average amount of water to enhance the operation of about 252 million cubic meters after / year, the rate of increase of agricultural water use by 16.6%, more than the planned value of 17.7 PHYLLIS 1.773 billion cubic meters. (2) Public Water：The average daily water supply in 2020 reached 133,407 CMD (3) Industrial water：The actual amount of the average industrial water supply 269,600 CMD, lower than the original plan to push valuations 366,500 CMD, because industrial water is better due to the actual water demand is expected to grow. 3. Water plan could reach the target of the operation principle of the Ji-Ji weir, and in the past 19 years, especially in the special harvest extreme dry hydrological conditions, water can maintain stability, maintenance of the water and the underlying equity.
