行政院業已核定五大重要河川之流域整體治理綱要計畫,目前五大重要河川流域之河川防洪治理工程已完成近八成。因此現階段應以河川資源經營管理為目標,將傳統流域整體治理目標由流域整體防災治理轉為防災及河川資源經營管理並重之目標,故綱要計畫可轉型為河川資源經理綱要計畫。上述轉型過程中,應以河川資源化為主軸,透過河川內現有土砂、水量利用、水質(水污染)等課題,透過基礎資料建立及問題探討,利用水利署及科技部既有模式及研究成果,延續以資源化角度提出解決對策,達河川保育及活化資源利用為目標。本計畫目的為延續水利署既有相關研究成果,以曾文溪為例,就河川資源化為主軸,透過土砂資源利用策略、河川水質改善及水量利用策略探討,研擬河川資源經理策略,強化現行河川治理與管理面向,作為後續流域整體治理綱要計畫修正參考。
英文摘要
Executive Yuan has approved the whole renovate primary project of five major river basins. The flood prevention project of the five major river basins have been done for almost eighty percents. Therefore, we should focus on the management of river resourcs at the present stage and transform the goal of traditional whole river basin renovation from whole watershed disaster prevention to the goal of both disaster prevention and river resources management.
This project divides river resources into seven types: sediment, water resource (water quality and water quantity), space, flood prevention facility, humanities, landscape and ecology. Resources are identified through basic data collection and problem discussion, using research results from Water Resources Agency, MOST and proposing the strategy in the sustainable way to conserve river and activate the resources utility.
Resource of sediment is divided into valuable part and worthless part. The one which is valuable usually use as building materials while the other one is treated as wasted sand. If we do the sediment characteristics potential analysis and investigation on both physical and chemical, we may soak the thought of sustainable into the sediment “product” using the concept of cyckic economy. Besides, regarding the water resources issue, we can also do the pollution point control (fulfilled by the associated unit, banned by environmental protection unit, pollution improvement of land use ) via water quality observation and pollution transfer simulation analysis. Polluted river turing into a clean river that has positive manage options, for example: usage of floodplains, ecological maintenance and utility of water.
Therefore, the goal of this project is to continue the existing WRA’s relative research results take Zenger River as the example, and propose the river resource management strategy and enforce the existing river supervision mechanism through the study of sediment resource utility strategy, water quality improvement and water utility. The outcomes of this project will be the reference to the amendment of the basin basic plan.
