延續第一期規劃,本期為智慧河川管理功能擴充與監測設備佈建,包含:持續蒐集與更新基本資料內容掌握轄區水文與地文因子,並拍攝UAV進行水文水理模式輸入參數。建置臺南市水文水理分析洪、淹水預報模式(PHD model),並透過AI智慧應用方法,與現地監測建立自動校正回歸機制,使水文水理模式更接近真實監測結果。針對智慧河川管理功能模組進行擴充,增加智慧應用、抽水機調度、決策支援項目,提高防汛應變之協勤作業能力,透過機器人推播預警災害資訊,增加預警時間與民眾有感。建置多項前端感知設備,包含:雨量站3處、水文測站1處、堤防監測1處、沖刷粒子1處、CCTV 3處,針對轄區內監測資料進行品質管理及加值應用,建置曾文溪流域智慧河川架構。
英文摘要
This project belongs to the "Smart River Management Project" under the Foresight Infrastructure Project, Digital Infrastructure Project, Public Internet of Things Project, and Water Resources Internet of Things. The main objectives of this phase of the project are to build flood control gap related equipment, conduct AI intelligent value-added application analysis on the collected data, build an intelligent hydrological model, and build intelligent application extension function modules for the platform. This project can be divided into basic data investigation and analysis update, watershed hydrology and geographic data application, hydrology and water management model application, intelligent river platform module construction, and observation equipment deployment, etc. The project results are described as follows.
The project illustrates the results of building intelligent decision-making aids based on the three stages of flood control and contingency operations: 1. Pre-disaster information collection and analysis - Obtain the latest meteorological information from the Bureau of Meteorology and forecast river water levels six hours from now using cloud computing and AI artificial intelligence. 2. Decision-making support during disaster - monitor rainfall, water level, depth of flooding and CCTV images to know the location of flood control hot zone. 3. Post-disaster analysis - Collecting historical disaster information for follow-up analysis of flood control hotspots and early planning of solutions. Through the aforementioned front-end sensing equipment construction, platform function module construction and expansion, and in line with the objectives of the Water Resources Internet of Things Master Plan, to improve flood control efficiency, reduce the burden of flood control operations, and build an intelligent and proactive push-broadcast mechanism to enhance early warning capabilities and strive for disaster prevention and response.
