美濃地區位於屏東平原扇頂位置，為荖濃溪與旗山溪所包覆，區域內有美濃溪貫穿，在地形上屬山麓堆積與冲積平原，由過去地下水補注相關研究指出，本區域因地形、水質、水文條件等，為地下水補注良好場址。而美濃地區居民農業、生活用水都仰賴抽取地下水，且美濃下游高屏溪水利會遍布抽水井做為灌溉用水，而近年來高屏地區民生、工業等用水需求增加，不斷抽取地下水來滿足需求，因此近幾年美濃地區居民已開始反映水井於枯季時抽水量不足，造成對於地下水依賴更為緊繃，故此地下水復育更是刻不容緩課題。沿前述本區域為地下水補注良好區位，而在美濃區域地下水永續利用概念，以復育觀點出發，透過地下水補注之方式建立地下水收支平衡，建立居民地下水復育觀念與復育後之願景圖，做為本署與地方溝通橋樑，建立協力或對話的智識基礎，以有效透過民眾參與，建構美濃地區地下水復育公私協力平台，順利達成復育、保護及運用地下水之目標。經濟部水利署水利規劃試驗所(以下簡稱本所)依據經濟部水利署107年11月19日經水綜字第10714072090號函107年9月28日「本署108年度委託服務預定計畫複審會議紀錄」會議紀錄決議，爰提本計畫書。

Because of its topography, water quality, hydrological conditions, Meinong plain is a good site for groundwater recharge. For many years, the agricultural, domestic water and backup irrigation water in Meinong area have mainly relied on the groundwater extraction. In recent years, due to climate change and the increase of demands in public use of water, the Nanlong area is in a state of insufficient groundwater during dry periods. In consideration of this situation, this project aims to promote groundwater rehabilitation in Meinong area. Through the engineering plan, to evaluate the method of groundwater recharge and its benefits. Simultaneously, this project aims to promote civic engagement to build up a platform for the concept of balancing groundwater use and groundwater rehabilitation, as a communication bridge between authorities and local residents.This project and the engineering planning team cooperate to build up a communication platform for groundwater rehabilitation. Through the platform to track the progress of this project, to develop policy, to conduct briefings and other related meetings to achieve the results of professional work division, such as engineering planning and civic engagement. Thus, to promote this project smoothly.In the process of field investigations and communication visits, this project collects the relevant opinions from the authorities and interested parties, and analyzes the interests of the groundwater rehabilitation project. Next, to invite the responsible units, non-governmental organizations to build up a network. Through conducting workshops and using the communication software to explain the progress of this project, to discuss the issues of groundwater management and to respond to the various problems to the related units promptly, then to build up a public-private collaboration communication platform. At the same time, this project also aims to train 10 seed teachers for groundwater rehabilitation. They will propagate the knowledge about groundwater management and groundwater recharge. Finally, there will be a result exhibition to demonstrate with the Gaomei section adopts co-construction plan with Guishanzhen irrigation area for water intake as the main topic, to obtain the feedback about the groundwater rehabilitation from the local people. All of the feedback and opinions will be the reference for the follow-up promotion.Through the implementations shown above, we will gradually establish a public-private cooperation platform and workgroup for groundwater rehabilitation in Meinong area. It is recommended that to use the workgroup network as a foundation, continually to deepen the communication and the information transparency platform, to achieve the goal of rehabilitation and protection in the use of groundwater.
