「淡水河流域整體治理綱要計畫(101至104年)」於102年11月奉行政院核定後由各權責單位分工執行中，並經103年7月24日「行政院重要河川流域協調會報」第七次工作小組會議決議，有關淡水河流域整體治理綱要計畫之推動、檢討及管考等事項，由經濟部水利署第十河川局(以下簡稱本局)協調相關單位辦理執行。 本案依據民國106年「淡水河流域整體經理綱要計畫」(草案)後續辦理相關工作項目，為有效蒐集、彙整、評估相關單位辦理前開綱要計畫之業務執行成果與績效(水資源經營管理、水土災害防治、集水區經營、水質維護、河川營造生態保育、維生系統安全維護及相關綜合業務等)。

The management of Tamshui river watershed relates to many issues, which minaly including seven subjects: water resource management, flooding prevention, watershed management, water quality improvement, ecological environment, living system maintain and integrating services. Since each subject is corresponded to specific executive and supervision authorities, Executive Yuan approved “Master Plan of Tamsui River Basin Management”, which expects to achieve its vision in 2031. This plan divides into three phases, including short-term (2012~2015), mid-term (2016~2019) and long-term (2020~2031). Each phase, it has different performance indicators and workload estimator. This plan is a important policy guidance for the to executes the management of Tamsui river basin. Currnely, the main facility construction of Tamshui flooding prevention to is mostly completed. However, in 2015, Typhoon Soudelor heavily damaged upstream of Xindian river and Wulai district, which terribly impacted on the stability of water in Taipei Taipei Metropolitan Area. This event shows that the Tamsui river watershed and its water resources system are still very fragile. Now, the authority should takes integrated watershed management as an objevtive. It is necessary to transform traditional basin governing projects from disasters prevention into a new concept which focuses both on disasters prevention and resources management. This project finds that, the achieving rates of budgets to related works reaches 93% in 2018, the performance indicators reached almost 90%. The work for 2019 is still undergoing without updated progress. Although the reported work is close to the end of this term, the achieving rate of the budget only reached 12% since the finacnial process not be completed yet. Nonetheless, the performance indicators reached almost 88%. This project not only finishes annual executive reports in 2018~2019, but also analyze and proposed the executive projects which are accorded to the goal of performance indicators for the executive project and Tamshui river basin management in seven major subjects.
