1. Background and Purpose
The building history of the levees along Tamsui River can be traced back to the 1950s, after the first planning project so-called "Taipei Flood Control Planning" was done in 1950. Most of the levee constructions were started in 1980 and completed in 1996, which means a part of the levees have been standing on their present place for more than 30 years. According to the checking and safety analysis regulations, Tenth River Management Office (WRA) has been collecting the basic information of all levees in the river basin and running multiple processes, including visual checking, usage status and internal damage investigations, and risk assessments. The results of the visual assessment and survey indicate that most of the levees are in good condition. However, the levees face extreme circumstances such as typhoon, extremely heavy rain, or earthquake from time to time. To extend the service life of levees, this project intends to establish a monitoring system for the levees in Tamsui River basin.
2. Project Execution Process
(1)Collect related information and research projects for Tamsui River in order to make a clear statement of the levees in the basin area.
(2)Analyze the relationship between levee failure and external factors from the events happened in Taiwan or other countries then summarize the mechanism of levee failure.
(3)According to the latest visual survey and safety assessment result, bring up the notable segments of all levees.
(4)Follow the concept involved with disaster risk took out from the IPCC(Intergovernmental Panelon Climate Change) report and assess the risk grading of all levee segments within the basin, considering weather and climate events, vulnerability and exposure.
(5)Preliminary layout planning of monitoring and information system, including sesor selection, data transmission scheme, cost estimation, and maintaining program.
3. Research Results
(1)Based on the grading results of the risk assessment, further consider the key factors such as the effluent height, levee type, soil liquefaction potential, levee damage or maintenance record, this project proposed monitoring recommendations for monitoring of the levees in Tamsui River basin.
(2)According to the construction projects of each monitoring section, the estimated total budget is 47,681,700 NTD, divided into three phases of the construction plan.
A、The first phase, including 2 periods, is the pilot phase, in order to provide the maximum number of sensor testing opportunities to clarify the applicable environment of the sensor and to develop relevant technical specifications, a total of 10 stations and the system will be set up in the first period, with an instalment of 12,111,000 NTD. The second period will be focus on the installation of 13 stations with the budget of 10,143,100 NTD.
B、The second phase is the expanding processing stage, in addition to continuously accepting the data of the previous implementation results, and constructing the monitoring site according to the pre-established norms. In addition, if major flooding events or levee failure happened in the previous phase, the monitoring site should be reviewed and optimized. In this phase, a total of 20 stations will be set up, with an instalment of 10,036,400 NTD.
C、The third phase continues the second phase, as the expansion of processing stage. In this phase, a total of 41 stations will be set up, with an instalment of 15,391,200 NTD.
(3)This project has completed the system interface and functional architecture planning, including the front-end display platform and the back-end management platform.
(4)Since there is only one test site for this project, and the length of the received data is less than half a year, the warning and management value cannot be calculated by means of data statistics or numerical analysis, but preliminary recommendations are still made for each monitoring project.
A、The river water level should follow the WRA’s water level grading and warning system.
B、The maximum of the monitoring period of the pore water pressure is recommended to be the reference of early warning value at the starting phase; the warning value is selected to be 1.5~2 times of the maximum value; the acting value is calculated by the theoretical method and the safety factor of different damage scenarios according to the original design conditions of each segment.
C、The tilt angle is subject to the dynamic change of the overall structure of the levee. It should be checked under extremely conservative conditions. Therefore, if the monitoring data is out of abnormality of the instrument, it is recommended that the data should be compared to data from other stations. Furthermore, if the data exceeding the sensing range(F.S.) of the instrument should be considered as a warning sign, the inspection mechanism should be initiated.
D、The earthquake magnitude refers to the current specification: the on-site inspection mechanism should be started with the magnitude 5 as the dangerous value, magnitude 4 as the warning value and 3 as the early warning value.
