南水局燕巢辦公園區占地達12.3公頃，屬公務機關辦公區域，但也歡迎民眾入園休憩，設立至今已超過20年，因此希望透過本計畫提出辦公園區的環境與景觀改善規劃，做為後續營造及永續管理的依據，以維護辦公效能、提升遊客休憩品質、並推動環境生態教育。再者，阿公店水庫集水區廣達31.87平方公里，為了活絡水庫集水區內的觀光遊憩及在地產業，本計畫亦針對阿公店水庫周邊具有人文、生態、教育特色的景點提出環境與景觀的改善規劃，希望成為遊客遊憩的新亮點。並且，以辦公園區為核心，串聯水庫周遭景點，規劃出使用低碳運具、觀賞生態景觀、體驗當地農產、感受環境教育的生態遊憩網絡，並建立永續經營的管理策略，以帶動整區的旅遊發展。
