Extreme rainfall events have spread frequently by climate change in recent years. In addition, there are many uncontrollable factors such as earthquakes in Taiwan, causing huge disaster . In order to ensure the safety of people's lives and property, reduce disaster, and actively the application of the Internet of Things in the future, the Water Resources Agency actively promotes scientific and technological disaster prevention, and promote smart river management, and use the new thinking of overall governance of the region, and plan the smart river management system.
The main purpose of the smart river related plan is to arrange the Hydraulic Sensor Instruments, Planning the Communication Network Architecture for Smart River, and Planning of the Smart River Management System. The more complete of the monitoring information, the higher credibility of subsequent applications.
Through the basic survey and analysis under the area of the 8th River Management Office (8th River Management), the plan has completed relevant hydrological observation stations (rainfall station, velocity station, water level station, tidal station, flood sensor, seawall tracer, groundwater observation well, etc.) in Beinan River. sensors for hydraulic structures (water gates, mobile pumps and dangerous potential dike sections), water resource management information (dams, river diversion points, water rights management, groundwater wells, Drainage system, irrigation system) and river channel 3D numerical model inventory work can be used as a basis for hydrological observation and hydraulic structure sensor layout planning.
In the evaluation and planning of the hydrological observation sensor deployment, the rain station is analyzed by the Thiessen's polygon method for rainfall station network. It is recommended that a new measurement station is not required for a short distance. It is also recommended to set up a redundant monitoring water level in Taitung Bridge and Luming Bridge station:The Taitung Bridge is mainly due to Taitung urban area as the main object of protection and is prone to high disaster situations. A backup water level station is required to prevent data loss.
