鑒於以往水利建造物檢查僅單點式針對檢造物本身是否受損,預防因建造物損壞所造成的災害,無法全面性的檢視潛在危險,加以防範避免災害的發生。因此導入風險管理之觀念,猶如全流域健檢,藉由流域水系之風險評估,以了解高風險河段之致災原因,並考量環境可用資源,擬定可行的對策及計畫,依計畫分年分期執行,並隨時檢討執行的成果作為後續精進的參考,以達減低災害發生的目標。
為此水利署已於107年6月20日召開「研商河川水系風險評估相關事宜」會議,經決議擬定危險因子及脆弱因子資料庫,提供各河川局依轄區流域的特性選擇影響流域風險的因子,並套入風險=危險度*脆弱度的分析公式,依1.風險辨識2.風險分析3.風險評量4.風險處理四個步驟辦理風險評估。
由風險評估結果,可針對急要段依次防範處理,俾利經費及資源作最有效率的利用,並增進人民生命財產安全的保障。爰此,成立本委託計畫。
英文摘要
In the past, the inspection of water conservancy structures was only a ingle point to the damage of the structure itself, to prevent the damage caused by the damage of the building, and it was impossible to comprehensively examine the potential dangers and prevent the ccurrence of disasters. Therefore, the concept of risk management is introduced to understand the causes of high-risk rivers by basin water system risk assessment, and to consider the available resources of the environment, and to formulate feasible countermeasures and plans to achieve the goal of reducing disasters.
In the second chapter, the plan collects the basic data of the main and tributaries of the Zhonggang River Basin. Due to its characteristics, the mainstream of Zhonggang River has stabilized long-term riverbed erosion and sedimentation and with some slight scouring trends in recent years, except for the slight change in the stream of the downstream section between the Dongxing Bridge to the Toufen Bridge. Other sections of the Zhonggang River have no significant changes.The Nangang River and Emei River have been built embankments for most of the banks and the stream is also in the channel in most situation.The widths of channal of the Donghe River and Nanhe Rivers were slightly changed due to the erosion and silting of stream.
The project compute flooding area using HEC-RAS II, The Zhonggang River is estimated of about 16.64 hectares of flooding area, caused total losses (residential and agricultural ) about 2.18 million NTD.
The third chapter “risk assessment” of the main axis of the project. It is mainly calculated by the concept of “Risk=Hazard × Vulnerability”, and the risk, vulnerability and risk are graded. The risk (risk and vulnerability) factor selection and the risk (risk and vulnerability) factors corresponding to the weight distribution ratio are given in the analysis of complete basic data, the internal experts of the project have mastered the background data of the Zhonggang River basin and chech by the Water engineer of The 2nd River Management and other experts feedbacks.
The plan calculates the risk, vulnerability and risk scores for each section. The performs risk, vulnerability and risk was given by 5 levels(very low, low, medium, high, very high.). According to the analysis results, the most of reachs in Zhonggang River basin were low-risk level, only few in the medium. The plan proposes appropriate engineering and non-engineering risk management strategies and methods for the main disaster-causing factors of the reachs which were medium-risk level and proposes short, medium and long-term promotion phases in chapter 3.3.5.
Last chapter is the video and image of the medium-risk level tooks by UAV. Relevant information of the relevant hydraulic facilities (dikes, bridges), environmental commentary and landmarks, villages, etc. was been marked in this project , and the different risk assessment of each reach (risk analysis results, possible disaster factors), The vulnerability factors were also tagged with complete presentation and description.
