鑒於以往水利建造物檢查僅單點式針對檢造物本身是否受損,預防因建造物損壞所造成的災害,無法全面性的檢視潛在危險,加以防範避免災害的發生。因此導入風險管理之觀念,猶如全流域健檢,藉由流域水系之風險評估,以了解高風險河段之致災原因,並考量環境可用資源,擬定可行的對策及計畫,依計畫分年分期執行,並隨時檢討執行的成果作為後續精進的參考,以達減低災害發生的目標。
為此水利署已於107年6月20日召開「研商河川水系風險評估相關事宜」會議,經決議擬定危險因子及脆弱因子資料庫,提供各河川局依轄區流域的特性選擇影響流域風險的因子,並套入風險=危險度*脆弱度的分析公式,依1.風險辨識2.風險分析3.風險評量4.風險處理四個步驟辦理風險評估。
由風險評估結果,可針對急要段依次防範處理,俾利經費及資源作最有效率的利用,並增進人民生命財產安全的保障。爰此,成立本委託計畫。

Located in Hsinchu County and Taoyuan County City, Taiwan, Fengshan River is an most important secondary rivers. In Hsinchu County with Xiaoli River as the largest tributaries. In recent years, the global climate change and extreme rainfall have exacerbated the debris and flood disasters which increase the difficulty of water resources management. In addition potential risks exist for aged flood control structures, it is urgent to reduce risks caused by disasters.“Fengshan River Basin Risk Assessment “was conducted with four steps of - 1. Risk Identification, 2. Risk Analysis, 3. Risk Assessment, and 4. Risk Management. according to the risk factor and vulnerability factor database developed by the Water Resource Agency, using the analysis formula of “River risk = risk * vulnerability”.
A flood risk assessment based on a basin scale is required to establish the optimum regulation strategy. The risk assessment is just like a full-scale health examination for a river basin. By selecting the risk factors base on the characteristics of the Fengshan River Basin, the possible causes of disasters in the high-risk river reaches could be understood. then, feasible strategies and plans could be formulated and carried out in phases annually considering the resource available.
Based on the result assessment, it is implemented that river grading, apron works, reconstruction of weir and downstream energy dissipation, river center axis adjustment, and bank stabilization will be used in the medium risk river reaches to achieve the goal of flood control structure protection. In addition, in terms of disaster prevention and sheltering, it is recommended a smart river gauge system should be established. Analysis results indicted that there are 2 medium risk reaches (high risk X medium vulnerability). And a few low risk reaches (medium risk X medium vulnerability) along Fenshan River. After the completion of med-term and long-term plans, the residual risks can be reduced to low risk – very low risk level.
