近年來，由於聖嬰現象影響造成氣候異常，氣象預報仍無法精準地預測洪水來襲時間及規模。防災緊急應變已由被動搶救提昇為主動研判，平時相關災害資料收集及分析，是相當重要的工作，以備災害發生時，能在第一時間提供可靠的資訊作為救災決策支援。為有效提升本局轄區防災資訊及應變能力系統，本計畫將延續及更新擴充前期107年度之防災應變作業及輔助系統模組功能，提供更完備之水災情防災分析空間資訊展示網頁，建置完善高效能、高可用度之系統運作機制，持續維持正常穩定的運作，以確保本局防災應變效益。
