蘭陽溪及和平溪為台灣東北部中央管河川。蘭陽溪發源於宜蘭縣大同鄉境內中央山脈南湖大山北麓(思源埡口),自發源地向東北流入太平洋,主流長約73公里,迄今92 %已禦洪堤防設施;和平溪位於台灣東北部之宜蘭縣與花蓮縣交界處,和平溪水系主支流,其主流自24號斷面林班地界至出海口長約8.04公里,支流楓溪自澳花橋上游過水路面至和平溪匯流處長約1.32公里,合計長約9.36公里,已興建堤防6公里,並無待建水利建造物設施。堤防與護岸為防洪安全之最重要防線,而水利建造物檢查則維繫安全重要措施,鑒於以往水利建造物檢查僅單點式檢測是否受損,無法全面性檢視潛在洪災之風險來源。鑒此,流域整體防洪宜導入風險管理之思維,猶如全流域健檢,本計畫將針對蘭陽溪及和平溪水系特性,探究影響洪水之風險因子,瞭解高風險河段之致災原因,進行洪水風險評估,釐清各河段面臨風險之程度及背後來源,並考量環境可用資源,系統性研擬洪水災害防範對策計畫,同時滾動式檢討執行成果,作為後續精進參考,以達減低災害發生之目標。
英文摘要
Dike systems are very important line of defense for protecting floods. Proper inspection and maintenance are essential for protecting the integrity and safety of the structure. Current practice in dike safety inspection mostly is done by point-to-point measurement, which makes it impossible to know the structural weakness between the inspection points. Such inspection scheme is incapable of capturing and identifying various possible sources that could induce dike system failure and basin-wide flood risk. The main purpose of the study is to integrate the concept of basin-wide flood risk management into dike system safety assessment. In doing so, one can comprehensively have a clearer understanding of the flood risk along the entire river reach and the sources contributing to the risk.Focusing on the Lanyang and Hoping River systems, this study identifies and investigates those factors that have relevant effects on flood risk in the system. Flood risk assessment is also made, along with an investigation of plausible flood prevention and mitigation measures. Furthermore, to enhance the effectiveness of flood risk mitigation, a procedure is also suggested for periodically reviewing the implementation of flood risk prevention measures.
