民國106年6月1日受西南氣流及滯留鋒面影響，基隆北海岸地區發生超大豪雨，造成基隆市安樂區大武崙溪排水沿岸嚴重淹水災情。水利署乃責成本所辦理「大武崙溪排水系統規劃檢討」，初步檢討成果提出短、中、長期改善方案，長期改善方案為上游分洪道工程，實施後可有效分流上游逕流量，有利於中、下游淹水之改善。本所依據經濟部水利署106年11月2日經水河字第10616129250號函送之106年10月25日「研商基隆市管區排大武崙溪排水規劃檢討案」會議紀錄，爰提本執行計畫書，評估之成果將提供主管機關工程實施之參考依據，期能減緩本地區之淹水災害。 本計畫係依循前期規劃成果，進一步檢討評估大武崙溪設置分洪道之可行性，主要針對前期規劃階段調查成果不足部分作更詳細調查分析評估工作，並就是否符合水利法、國土計畫法、地質法、漁業法、海岸法等相關法規限制條件，進行相關影響分析評估工作，最後針對計畫必要性、合理性等，從社會、法規、環境、經濟及技術面等各層面進行綜合評估，俾供研定分洪道計畫是否可行，以利後續工作推動。

On June 1, 2017, the southwestern airstream and the stagnant front were affected. The super-large torrential rain occurred in the north coast of Keelung, causing severe flooding along the Dawulun River drainage area in the Anle District of Keelung City. Water Resources Planning Institute, Water Resources Agency, Ministry of Economic Affairs completed the " Regulation Project of Flood-prone Areas for Keelung Dawulun Creek Regional Drainage System Improvement Project " report, proposing short, medium and long-term improvement plans. The long-term improvement plan is: the construction of a flood diversion project in the upper reaches of Dawulun creek, the upstream water volume of Dawulun creek by heavy rain can be guided to the Dawulun fishing port through the drainage tunnel. After implementation, the upstream runoff can be effectively diverted, which is beneficial to the improvement of flooding in the middle and lower reaches. The project first review and discuss the existing drainage system and draw up a feasible diversion project scheme strategically based upon existing drainage problems and causes of inundation. The scheme will be used for implementation of the drainage improvements and for maintenance and management purpose. Many plans related to the renovation of Dawulun creek are underway. The goal of this project is to comprehensively summarize these plans, review the competition and cooperation measures between the relevant plans, and propose a complete Dawulun creek diversion plan to ensure correlation. The implementation of the future of the painting can be effective and completely solve the problem of flooding in the region. The project also provides local briefings and workshops for local residents. It hopes to collect public opinions and gain a deeper understanding of local residents’ views on water control schemes, making government decisions in line with public opinion.
