台灣早期之河川發展與管理工作較偏重於治水與利水的水利設施，較少整體環境生態考量，近年河川管理觀念已轉變為要求提升河川之環境品質、資源利用及環境生態之永續發展，而此觀念亦已融入水利署中長程計畫河川環境營造計畫之執行策略，將加強河川環境管理列為重要措施。另依據河川管理辦法第27條：「管理機關得依河川治理計畫，並參酌所轄河川水土資源、生態環境、自然景觀、河川沿岸土地發展及其相關情事，訂定河川環境管理計畫報經其主管機關核定之」，爰此，訂定河川環境管理計畫將成為本局於河川管理上主要長程計畫之一。 綜上，「花蓮溪河川環境管理規劃」計畫期能檢討評估現今花蓮溪流域內使用行為與管理作為外，亦將朝維護水流正常功能，確保水資源永續發展，維護生態環境及促進河川區域內土地整合使用等目標邁進。本局將針對花蓮溪固有特色及在地民眾需求，據以完成河川環境管理規劃，再依河川治理計畫及施政方針訂定河川環境管理計畫，從事有計畫的河川環境管理。

At early stage, the river development and management works emphasize facilities for flood control and water resources utilization without considering overall ecological environment. In recent years, the river management concept has changed into demanding upgrade of river environmental qualities, resources utilization and sustainable development of ecological environment. This concept has already integrated in the implementation strategy of river environmental creation plan of the Water Resources Agency mid-term and long-term plan. The river environmental management is an important issue to be enforced. According to Article 27 of the River Management Measures “ The management agency may formulate river environmental management plan for the authority to approve according to the river regulation plan considering water and soil resources, ecological environment, natural landscape, development of riparian land and other revenant matters”, therefore, the formulation of river environmental management plan will be one of the long-term plan of river management in our Bureau. This project will complete the river environmental management plan for Hualien River and 9 tributaries in two years. By investigation of existing conditions and collection and analyses of previous reverent data, river environmental management plans for 5 tributaries, Mugua River, Matai’an River, Goungfu River, South Cingshuei River and Mafo River were completed in 2019. These plans include 5 major issues such as water quality, water quantity, river terrain and sediment, aquatic ecologies and land use. The completed river environmental management plans also include goals, basic directions and action measures. Collectively, there are 28 issues, 11 goals, 23 basic directions and 33 action measures. In addition, those plans have also completed the delineation of river environmental management zones in the floodplain area. There are 128.05 ha of ecological protection zone, 89.19 ha of environmental education zone, 17.61 ha of natural leisure zone, 55.02 ha of agricultural production zone, 34.86 ha of disaster prevention management zone with a total of 324.72 ha for Mugua River; 50.01 ha of environmental protect zone, 12.59 ha of environmental education zone, 0.33 ha of natural leisure zone, 8.01 ha of agricultural production zone, 8.93 ha of disaster prevention zone with a total of 79.87 ha for Matai’an River; 8.81 ha of environmental protection zone, 71.15 ha of environmental education zone,47.34 ha of disaster prevention management zone with a total of 127.30 ha for Guangfu River in which 18.16 ha is inside levee and 109.14 ha is outside levee; 2.13 ha of ecological protection zone, 31.92 ha of environmental education zone with a total of 34.05 ha for South Cingshuei River in which 30.17 ha is inside levee and 3.88 ha is outside levee; 42.00 ha of ecological protection zone, 20.89 ha of environmental education zone with a total of 62.89 ha for Mafo River. There are a great deal of works in a river environmental management plan, among them there are many work items not under the jurisdiction of river authority but under the authorities of Soil and Water Conservation Bureau, Forestry Bureau and Environmental Protection Bureau. The cross-ministry meeting should be continued in the future to review the plan for the smooth implementation of river environmental management plan.
