鑒於以往水利建造物檢查僅單點式針對檢造物本身是否受損,預防因建造物損壞所造成的災害,無法全面性的檢視潛在危險,加以防範避免災害的發生。因此導入風險管理之觀念,猶如全流域健檢,藉由流域水系之風險評估,以了解高風險河段之致災原因,並考量環境可用資源,擬定可行的對策及計畫,依計畫分年分期執行,並隨時檢討執行的成果作為後續精進的參考,以達減低災害發生的目標。
英文摘要
The fact that the hydrostructure inspection had only single item of – “damage inspection”, it was impossible to comprehensively examine the potential hazards to prevent the occurrence of disasters. Therefore, the concept of risk management was introduced according to the conference result of “Research on the risk assessment of the river system” by the Water Resources Agency on June 20, 2018. The “Hazard Factor and Vulnerability Factor Database” is to plug in formula of Risk = Hazard × Vulnerability. The four steps of 1. Risk identification, 2. Risk analysis, 3. Risk assessment, 4. Risk management are to be implemented on “Risk Assessment of Jishui River System”. The scope of the project including Jishui River with its 6 trubutaries of Baishui River, Guizhong River, Liuzhong River, LuLiao River and Xiancaopu River. Select risk factors according to the characteristics of the Jiushuixi river basin, evaluate flood disaster risks (hazard and vulnerability), master high-risk river sections, understand the causes of possible disasters, and consider available environmental resources to develop engineering and non-engineering Response.If the plan is defined as a flood or embankment impact area, due to agricultural and fishery losses and population preservation, extremely high risk (high hazard × high vulnerability) and high risk (high hazard × medium vulnerability, medium hazard × high vulnerability) belong to intolerable risk.After the overall risk assessment, 11 intolerable risk (extremely high and high risk) embankment were counted. Embankment sections with important preservation settlements or no protection works are listed as short-term priority projects, include Jishui River – Xinying Dike (R48~51.3), Xinying Dike (R53~56), Beishiliao Dike (L79), and Guizhong River - Dunong Dike (L21.1~24). The remaining 7 dike sections are listed as medium and long-term projects.In terms of engineering measures, including: the stream approached the river, increase the protection of the embankment foundation. add or extend slab dam workers to strengthen hanging silt and adjust flow center, or arrange concrete shaped blocks and thicken the dyke to protect the safety of the building to reduce hazard.For non-engineering measures, including: counseling the establishment of flood-prevention autonomous disaster prevention communities, adding shelters. Strengthen education and disaster prevention drills, add water level guard stations, water rulers or flood sensors. Understand flood conditions and reduce vulnerability.Perform annual and phased plans, and review the implementation results. In order to achieve the goal of reducing the occurrence of flooding disasters, and improving the protection of people’s lives and property.
