經濟部水利規劃試驗所(以下稱本所)為滿足苗栗縣地區中、遠程之用水需求，以促進本地區社經繁榮發展，遂進行各項後龍溪水資源開發方案評估，其中以天花湖水庫計畫(以下稱本計畫)為最佳方案，水庫採離槽式永續水庫規劃，水源取自後龍溪中游打鹿坑攔河堰。
本計畫歷經初步規劃(民國83～87年)階段、可行性規劃(民國87～93年)階段調查規劃，可行性規畫總報告於民國95年完成，而後考量永續水庫思維，為維護環境生態並研提保育規劃，於民國100年提出可行性規劃檢討報告，並於民國102年1月2日經環保署公告審查結論及報告書摘要，完成環境影響評估法定程序，相關資料距前次規劃檢討迄今已逾7年，已無法完全呈現本計畫之全貌，實有必要進行第二次規劃檢討，以利本計畫之推展。
本所於101年至107年展開相關地方溝通宣導計畫，於歷年溝通宣導活動中蒐集地方民眾反映意見與關心議題如：徵收範圍、農保、用地補償、引水隧道、農業用水權益、自來水延管補助、大坑村治理河段......，本次規劃檢討將民眾關心議題納入檢討與研究外，亦對既有計畫數據更新與相關工程項目(工程水文複核、隧道機械開挖、砂石運輸路線、料源數量複核)一併檢討。
英文摘要
In order to promote the socio-economic development and content the needs of water using in the future, the best way to exploit the Tienhwua Lake Reservoir, which water would come from Dalukeng weir and build up off-site-reservoir. This plan would update interrelated data, investigate corresponding engineering projects, environmental assessment opinions, and other concerns of residents for Tienhwua Lake Reservoir project. It would evaluate the joint use of the water resources with existing areas for reservoir, stabilizing water using of activity and industry in dry season. The purpose of this project is updated the data of the reservoir, comment related projects, and assisted in writing "Tianhuahu Reservoir Plan" for review.
