在「資料蒐集及分析」方面,本計畫以水利署角度解析整理底泥相關法規採樣方式、檢測方法(126種)、作業規定外,並蒐集我國、美國、日本、澳洲、中國大陸有關河川底泥檢測技術或整治之相關研究及案例。在「工作制度建立」方面,以水利署負責規劃統籌及督導、河川局負責調查執行的權責分工,制定底泥執行採樣檢測及資料處理的規定與時程,河川局據本計畫制定的「採樣計畫書範本及採樣合約範本」推動每年枯水期底泥品質調查作業的執行,並依據檢測結果進行後續作業,最後依據前述規劃編纂工作手冊提供水利署及河川局參考使用。在「第二期(108年~112年)採樣計畫書撰寫」方面,以基礎背景調查為主要,考量環境保護需求、污染潛勢、採樣可行性及人員安全等3個因素,規劃26條河川343個現勘點位,並在實地現勘後規劃294個採樣處,據此完成26本採樣計畫書。在「規劃後續檢測相關作業」方面,本計畫由「執行單位、區域性、污染潛勢、預算額度」等4面向規劃109年度~112年度26條河川的底泥品質調查時程與預算,並編纂採樣作業招標文件的完整範本以供參考。在「6小時教育訓練」方面,提供完整底泥相關法規緣起、採樣方法、檢測分析、第二期的辦理辦法及網路申報等相關課程

According to the provisions of paragraph 5, 6, 7, Article 6 and paragraph 3, Article 10 of "Soil and Groundwater Pollution Remediation Act", sediment quality conditions of 24 centrally managed rivers and 2 inter-provincial municipal rivers superintended by Water Resources Agency (hereinafter referred to as WRA) should be monitored every 5 years regularly. Furthermore, if the concentration of the sediment quality index items is higher than the lower limits, the WRA should do the monitoring once during the same period (hereinafter referred to as “additional detection”). The time period for the additional detection project is planned at the year following the out-of-standard measurement point.The project carried out planning on relevant background information regarding twenty 26 river sediment quality, subsequent periodic surveys and additional detection project job. Through the implementation of 6-hour education and training program achieved the purpose of education and training and reference basis for follow-up implementation.
In terms of "data collection and analysis", this plan analyzes and sorts out sediment sampling laws, sampling methods, testing methods (126 types), and operating regulations from the perspective of the Water Resources Agency. It also collects relevant rivers from China, the United States, Japan, Australia, and mainland China. Related research and case studies on sediment detection technology or rectification.
