(一)委託計畫之緣由 水資源為國家經濟發展重要基礎，攸關全民安全及生活品質，面對氣候變遷的挑戰，要做到不淹水、不缺水及親近水目標，水環境建設必須提前做、加速完成，爰提出「前瞻基礎建設計畫」，將水環境建設納入「前瞻基礎建設計畫」八大建設之一。 由於水源開發有限，除須強化既有水源的管理外，「節約用水」亦是不可或缺的措施，目前政府以推動強制安裝省水器材為政策重點，但對大用水戶節水，有必要透過輔導方式來提高廠商投資節水設備的信心。故於「前瞻基礎建設計畫-水環境建設」中，將「產業用水輔導」工作納入推動並擴大辦理，除可大幅提升整體產業用水之效率，更期使臺灣在民國120年成為節水型社會。 全國每月平均用水量1,000度以上之產業大用水戶戶數約8,000家，其中工業戶數約5,000家、商業戶數約3,000家，為加速完成產業大用水戶輔導節水工作，針對南部地區(彰化縣、南投縣、雲林縣、嘉義縣市、台南市、高雄市、屏東縣及台東縣等縣市)將委託南區大用水戶節水服務團進行該區域內輔導節水工作，並針對2家廠商提供水資源循環再利用示範深入輔導，另並透過節水推動成果發表會(含績優觀摩)來推廣分享交流，以擴大效益。 本年度除了持續辦理產業大用水戶輔導節水工作外，另並擴及應具省水標章產品進行後市場調查，讓節水工作不僅針對產業大用水戶，並深化省水標章產品推展。 (二)計畫之委託原因（無法自辦及不宜採最低標之理由）及執行困難度。 本計畫期能健全用水管理與制度，並整合受輔導對象之用水現勘、用水資料蒐集、繪製水平衡圖、完成組織水足跡水資源數據盤查表(至少3年)、用水回收率計算及效率用水方案規劃、評估節水潛力及效益等；並運用效率用水指標比對檢視，以掌握節水空間等用水管理專業能力，且針對2家廠商提供水資源循環再利用示範深入輔導及應具省水標章產品進行後市場調查，並舉辦績優觀摩研習會及節水推動成果發表會等，非本署現有人力及專業能力所負荷，擬將本計畫工作委託專業服務辦理，藉以提升本計畫成果品質及完整性。另本計畫屬公告金額以上之委託專業服務，為免因廠商低價搶標而損及技術服務品質，擬依採購法第22條第1項第9款規定，採限制性招標方式辦理。

1. Preface To continue to create water-saving performance, and promote major water consumers to implement water conservation. “Conservation Program for Major Water Consumers in Southern Taiwan 2017-2018” is aims to promote major water consumers’ conservation and sustainable use of water resources by technical assistance, consulting services, and observation and learning activities. Service area of program is including the counties of Changhua County, Nantou County, Yunlin County, Chiayi County, Tainan City, Kaohsiung City, Pingtung County and Taitung County. The overall results of the project are as follows: 2. Build a water conservation service team The Program set up a hotline and email, as well as service window and mechanism to provide water using inspections and advisory services to the industry. Furthermore, also cooperated with Water Resources Agency and the Headquarters in conducting inspections and consensus camps. Following last year’s plan, 38 programs were implemented, about 2,571 CMD of water was saved, that could save 7.3% in the total water usage . 3. Provided advisory services In total 150 advisory services have been provided, advisory services includes water conservation technologies and equipment (70%), sustainable water-saving certification (18%) and water-saving regulations (12%). Showing the industry is more concerned about the technology of water recycling or water reduction. 4. Provide water using inspections and advisory services Analysis the water consumption, industry type, and amount of the major water consumers. There are 63 cases of water using inspections have been completed. In our estimation, about 845,230,50 cubic meter/year of water could be saved per year in total that could potentially save 12.76 % in the total water usage. 5. Water recycling inspections and advisory services The plan has conducted two manufacturers including Sunko Nangang Factory and Tainan City Meat Market. Sunko Nangang Factory installed reverse osmosis (RO) systems to reduce the use of tap water. Furthermore, it can protect the boiler. Tainan City Meat Market set up AGMR filters to facilitate the recycling of end-of-pipe water. Both modules have been tested and have achieved satisfactory results and Both factories are expected to improve next year. 6.Organize inspections and advisory services result presentation Inspections and advisory services result presentation held at Nice Garden Industrial on October 25, and invited Tongtai Machine & Tool and Sunko Quanxing Factory to share water-saving experience. The conference was not only for the reference and emulation of participating manufacturers, but to promote discussions and exchanges. 7. Post-market survey on products require Water Efficiency Label 60 post-market surveys have been completed, none without Water Efficiency Label were found, only a small amount of products detected at chain stores were not updated. In response to the Water Resources Agency, 2,658 products should be investigated with Water Efficiency Label, of which 401 were suspected of not having Water Efficiency Label.
