近年河川管理觀念已轉變為要求提升河川之環境品質、資源利用及環境生態之永續發展，而此觀念亦已融入水利署中長程計畫河川環境營造計畫之執行策略，將加強河川環境管理列為重要措施。另依據河川管理辦法第二十七條：「管理機關得依河川治理計畫，並參酌所轄河川水土資源、生態環境、自然景觀、河川沿岸土地發展及其相關情事，訂定河川環境管理計畫報經其主管機關核定之」，爰此，訂定河川環境管理計畫將成為本局於河川管理上主要長程計畫之一。 綜上，「急水溪水系河川環境管理規劃」期能檢討評估現今急水溪流域內使用行為與管理作為外，亦將朝維護水流正常功能，確保水資源永續發展，維護生態環境及促進河川區域內土地整合使用等目標邁進。本局將針對急水溪固有特色及在地民眾需求，據以完成河川環境管理規劃，再依河川治理計畫及施政方針訂定河川環境管理計畫，從事有計畫的河川環境管理。

In recent years, the concept of river management has been transformed into the requirement to improve the environmental quality, resource utilization, and environmental ecology of the river. This concept has also has been integrated into the implementation strategy of the Water Resources Department’s medium-long-term environment construction plan which will strengthen the river environmental management. The “Delineation of Planning Range” is Jishui River and its tributaries of Baishui River, Guizhong River, Liuzhong River, Luhan River and Xiancaopu River total of 6 rivers with combined length of 100.2 km. This project also put Baihe Reservoir, Deyuanpi Reservior, Jianshanpi Reservoir and other adjacent city into consideration. This project is first carried out “Basic Data Collection and Analysis” which include watershed summary, flow volume/water quality, river types, existing ecological survey, floods and sand disasters over the years, river survey data, river perimeter land use, related Projects, and river situation survey data collection, etc. The “Analysis of River Environmental Management Issues” is based on data collection and on-site survey which formed issues of environmental conservation, water use, land use, flood/soil displace disaster, and river environment management. Then, “The Landscape Environment Vision and River Environmental Management Strategy Development” is performed including river management zoning and sections. Follow-up with “River Environment Improvement Plan Assessment”, which include management strategy proposal assessment to compare each proposal’s rationality, level of disaster mitigation, level of public Acceptance, level of environment quality improvements, landscape blending, cost effectiveness, and advantages/disadvantages comparisons to recommend suitable river management plan. When this project is in progress, it is to conduct “Public Participation” procedure” using data collected described above in reverse order, therefore, the project meets the expectation of the public; Interviews and local briefings is also to be conducted to further improve management strategy. Lastly, “ Cooperation Between Related Agencies”, touches on power and responsibilities between agencies based on the planning results and land jurisdiction to finalize Jishui River Environment Management and Planning.
