本署自民國105年度成立「運用智慧專案管理工具提升疏濬效率」計畫，以運用專案管理知識於疏濬之流程與組織運用的角度，蒐集與彙整過去疏濬專案經驗與資料，建立以疏濬作業九大階段為知識架構，將疏濬知識導入疏濬智慧專案管理平臺，作為經驗交流與傳承之管道，逐步建立疏濬專案管理辦公室(PMO)，並透過至各河川局實際訪談，逐步精進議題、經驗學習、法規、利害關係人、風險管理知識，進而於107年成立「疏濬智慧專案管理工具維護及精進」計畫，強化專案管理平臺功能、銜接「疏濬管理系統」，進而協助疏濬同仁，提昇辨識風險能力及檢視本署行政督導檢核項目、時機及文件之適宜性，以使疏濬作業管理更為完善。 本計畫為使疏濬智慧專案管理平台更符合疏濬承辦實務使用需求，及提升承辦人員於疏濬工程執行過程中對各類議題之處理能力，擬於108年度藉由與「疏濬管理系統」介接，強化智慧專案管理平台之實用性，並透過平台維護及功能擴充使平台功能更臻完善。同時參考疏濬承辦實務執行之現況，逐步律定疏濬專案文件範本、整合分析採售分離與採售合一作業流程、製作疏濬參考手冊、推廣風險分析模式，以協助提昇辦理疏濬業務之效率，爰辦理「108年度疏濬智慧專案管理工具維護及精進」計畫。
英文摘要
The results of this project have been used in the dredging project process of the River Bureau, and according to the actual needs of the colleagues of the River Bureau according to the needs of the dredging supervision operation, the direction of improvement this year is as follows: 1. Establish an example of necessary document templates and file numbers; Relevance of knowledge about relevant laws and regulations, issues, risks and stakeholders in the unified operation process; 2. Aggregate dredging timing, dredging patterns, dredging principles, control station related equipment, river bed access, experience learning and response cases for dredging Contractor’s reference; 3. Integration of risk identification, priority order of risk factors, qualitative risk analysis, and quantitative risk analysis for dredging projects for decision-making reference. 4. For the dredging intelligent project management platform, the dredging contractor expects to integrate the dredging intelligent project management platform and the dredging management system to facilitate the user's convenient operation, continuously expand the amount of data, and add advanced search functions and system functions to achieve the most Good effect.
