1.水利署107年9月5日「淡水河水系大漢溪治理計畫(由石門水庫後池堰起至三峽河匯流口止)(第一次修正)」及圖籍(大溪橋至武嶺橋、溪州大橋至崁津大橋河段)」第三次審議會議決議第2點，大溪橋至武嶺橋左岸，依水利規劃試驗所所提方案為維持原公告，且左岸仍有沖刷現象，河道尚未穩定，並考量下游中?攔河堰影響，後續仍須辦理相關研究調查作業，俟有河道穩定及具體科學證明，再依相關規定由本局辦理局部變更作業。 2.復依水利署107年11月30日經水河字第10716154760號函指示本局續辦監測調查作業，再依成果據以研辦局部檢討變更，並請視需求提報計畫至署；及水利署107年12月28日經水河字第10716166450號函指示本局於108年10月底前提出監測調查評估報告書，以掌握現階段依科學數據所分析河道穩定情形，據以研辦水道治理計畫線及用地範圍線局部變更作業，並視經費需求提報辦理監測調查評估作業。 3.基於上述，為辦理相關研究調查及河道穩定評估作業，爰成立本計畫。 4.內容涉及河道地形監測調查、軟岩河床特性、河川輸砂、水理分析、河道穩定評估等領域，極具專業性且技術層面廣泛，非本局現有人力所能完成，且由不同廠商供應之勞務，於技術、品質、功能及效益有所差異，不宜採最低標，避免低價搶標，造成服務品質低落，爰依政府採購法第22條第1項第9款規定採限制性招標，以準用最有利標方式辦理公開評選優勝廠商。

（0） The basic plan management project of Tahan River (from the Shimen City Planning Circle to the Sanxia River Confluence) and the basic plan management project of upstream reach of Tahan River (from the Shimen Reservoir to the Shimen City Planning Project) were announced in 1993 and 1996, respectively. According to the management project of Tahan River announced in 2018, it indicated that there are bedrock erosion and the channel is unstable in the reach of Daxi Bridge to Wuling Bridge. It is recommended to temporarily maintain the original boundary line of proposed levee announced in 1993, and the impact of the Chungchuang Weir should be considered. According to the river stability and specific scientific evidence, it is recommended to follow up the relevant research and investigation operations. （1） This project surveys and collects the basic data related to the scope of the project and supplements the basic data, including river topography, measurements of structures in study reach such as dikes, revetments, bridges, and the scope of land use. In addition, the exposed bedrock river’s surface geology was surveyed, and the bed materials are sampled to investigate the characteristics and roughness of the river bed. Based on the relevant basic data, the establishment, calibration and validation of the mobile-bed model are carried out. Finally, according to the results of the channel stability analysis, the management strategy and countermeasures are proposed as the reference of basic plan of Tahan River.
