為維護河川自然環境，杜絕不良廠商或民眾至河川區域傾倒廢棄物等違法行為，在管理人力有限的情形下，研發人、車、機具智能管理技術，並期相關河川管理資料能提供水利署內各類資訊管理系統所應用，以達到資訊流通及提高管理業務執行效率之目的。 本計畫預計辦理河川區域出入智能管理之可行性研究，試驗設置自動控制之河川區域閘門，並整合本署現有「遠端影像監控系統」，以執行遠端監控中心(Remote Monitor Network Operation Center, RMNOC)應變值勤，落實河川區域出入及時管理，並對出入車輛與機具加以記錄與管制，並提供即時資訊調閱，其相關門禁資料統計亦可供管理機關作為管理參考，以有效提升管理效益。

Owing to a vast area of the river , limited resources of each river management office and the maintenance of the natural environment, most of the accesses to the river area are manual gates which are be unlocked carelessly. As a result, bad suppliers or people go to the river area to dump the garbage as well as waste items.In order to prevent this situation,in this project,we have processed site survey,planned the intellectual management models and applied the image recognition with RFID authentication of license plate and model to process the feasibility study of the intellectual access security management on automated vehicles and machineries.We have replaced the manual gates to automatic gates in the river area to improve the entry and exit convenience of users. In this project,we have installed 2 automatic gates and utilize the communication protocol of MQTT(Message Queuing Telemetry Transport) to process the access control and data transmission.In addition,we have aslo recorded the access of each vehicle as well as machinery to finalize the access security management and improved the efficiency of the access control management in the river area . As a result of doing this, not only can the deterrent effect be achieved ,but the illegal activities can be avoided.If there are any illegal activities, we can also provide the real-time video surveillance to authorities as direct evidence. In the earlier stage and the latter stage of this project,we invited people who are related to the rights of the river area to participate 2 forums to express their opinions.In doing this, not only the communication can be improved but also the complaints can be reduced.Through the demonstration of automation and access control systems for gates,we have also receiced support and approval from users.
