臺灣地區公告水庫計95座，水庫集水區面積總計約12,000平方公里，佔國土面積1/3，面積廣大，且大部分位屬於山區或河川上游地區，為生態資源相對豐富之地區。為維護水庫集水區生態環境，本署自98年度起研擬生態檢核機制，推廣落實於水庫集水區相關工程，以期減輕集水區內工程興辦時對棲地環境及生態之衝擊，此外，近年來本署各水資源局並積極透過環境教育場域認證，以水庫及其環境作為教育場域，擴大推廣水資源及環境保育教育。依據「水庫集水區保育綱要」揭示之目標，水源環境生態化為水庫集水區保育計畫主要目標之一，為完備水庫集水區生態保育相關工作，本計畫擬先擇定重要水庫集水區進行生態保育工作成果盤點，了解歷年相關工作辦理情形，並擬定中長程水庫集水區生態保育工作願景及目標，再據以研擬相關行動計畫，以為後續辦理參據。

The project completed the contract project, including the construction of the ecological literature of each reservoir, the completion of 10 representative reservoir ecological conservation promotion plans, the ecological monitoring of the reservoir water collection area and the ecological check and education training, and related trip assistance. Specifically, the organisers will be assisted in taking into account the goals of watershed management and ecological conservation, and implementing education and extension work.
