依『災害防救法』第三條第二款規定,經濟部為水(旱)災中央災害防救業務主管機關,負責指揮、督導及協調水(旱)災災害防救各級相關行政機關及公共事業執行及各項水災災害預防、緊急應變及災後復原重建工作。
水(旱)災災害防救業務除平時之減災整備外,災害預警及應變工作為緊急事件之處置,與一般經常性業務於執行方法及作業時間上皆存在極大之差異。如何有效提供及運用專業人力以協助本署於颱風豪雨或枯旱期間進行氣候、水資源分析及防汛期間進行災害應變、預警及前置作業,係當前刻不容緩之重要課題。
另依據「災害防救法」第二十五條規定,各級政府應依權責實施災害防救教育、訓練及觀念宣導。本署為加強經濟部、本署暨所屬單位防汛應變作業人員專業能力,以因應全球氣候變遷影響下汛期應變作業,針對本署暨所屬單位應變值勤人員辦理防汛教育訓練。
106年歷經4場颱風及16場豪雨應變,除水利署人員外,尚需具備氣象及防災等專業人力,本計畫研擬運用專業機構之專業能力及充足人力資源,平時進行氣候及水資源分析,即時監測與守視颱風或豪雨天氣系統及可能淹水區域預判,並於汛期前協助本署辦理應變值勤人員教育訓練等相關事宜;於災中進行颱風或大豪雨侵襲潛勢,以協助掌握災情狀況,並於災後提供應變檢討資訊及撰寫應變處置報告,以利應變作業順遂。
英文摘要
The “2018 Water Resources Agency Disaster Response Service Project” (this project from here on) assisted Water Resources Agency (WRA) to conduct flood and drought preparedness before flood season. During flood season, this project performed real-time monitoring and watching on typhoons or heavy rains, and for forecasting potential inundation areas in order to grasp the disaster situation and prepare relevant post disaster reports after the warning was lifted. This project also collected data to provide disaster notice when major flood or drought events occurred; and assisted the compiling of the annual result report for water disaster prevention. By December 23st of 2018.
this project has completed the following items:
On international disaster reports analysis, we issued 224 international disaster notice and completed 3 major international flood and drought analysis report . We also held 3 conferences on “Flood Prevention Preparedness” and “Operational Preparedness” during March and April. Disaster Prevention review for senior officers, with a total of 117 attendees, was held on November 21st.
On providing professional disaster prevention weather, we already produced 53 national water and water supply situation analysis reports and 249 sever weather analysis judgment reports including tropical depression and tropical weather analysis at one each; and sent out 7 real-time severe weather watches to “Rush to Disaster Prevention” Line group. In addition, this project completed 27 heavy rain level three response duties and 3 floodlevel two response duties. On the account of assisting the response duties, we assisted total 66 response days and invested 2195 man-hours. During the response duty, we issued 303 flood warning and 78 water level warning notifications . We also completed 33 response reports for the above 34 events on the account of disaster response review.
This project completed “Ministry of Economic Affairs (MOEA) Disaster Emergency Response Team Practice” in March participated in by 40 people; and “Water Disaster Central Disaster Response Center Practice” in April, which was participated by 68 people. We also held “News and Public Sentiment Operation Practice of the Flood Disaster Central Emergency Operation Center” for WRA in May, participated by 20 people. When the above three practices were completed, we also completed the modification of “MOEA WRA Emergency Response Team Operation Manual”, “Operation Manual for Setting Up Central Emergency Operation Center During Flood Disaster”, and “Flood Disaster Emergency Response Operation Manual”.
In assisting the education training, this project completed the editing of education training materials for “Taipei Office”, “Taichung Office”, “River Management Office” and “Water Resource Agency” four versions in March; and accomplished according to contract the 6 sessions of flood season prevention response education training for WRA and its affiliated agencies in April, including 4 sessions of WRA education training (total 148 people) and 2 sessions education training (total 151 people) for WRA affiliated agencies. We also held one additional education training targeting disaster response system and invited instructors to actually operate the machines in order to enhance the flood seasons response ability of supporting colleagues. Total 10 people participated the training.
This project developed the smart disaster prevention chatbot Ask Diana. It has already been utilized by 724 people and the weekly usage is at 1,000. We set up hydraulic disaster prevention database based on the check list sheet of the WRA operation, hydraulic disaster prevention annual report and interviewing relevant response staff. In order to comply with the mobile device and the needs of the users, this project conducted visualization design targeting 23 static information and allowed users to be able to automatically respond to relevant information within Lesson Learned Center with key words through the integration with WRA Lesson Learned Center.
We will continue in maintaining the database at the Lesson Learned Center and introduce in the completed hydraulic disaster prevention results and international disaster notice et al contents. By the date in summiting the report, each item of this project met the progress of the contract and added two sessions on the demand of WRA for education training and news and public sentiment practice with 47 co-sponsored items.
