英文摘要
Wan Li River is one of the tributaries of Hualien River. It flows into the plain from Wanrung and flows through Wanrung Township and Fonglin Township. It is an important industry and recreation center in Hualien Central District, such as Lintianshan Forestry Culture Park, Wanrung Hot Spring. and Wanrung Flying Umbrella Base are important tourist attractions. Fonglin Township was also approved as a member of the International Slow Tissue Organization (Cittasolw International) in 2015. In order to improve the quality of the riverside landscape, increase the quality of visitors’ leisure, and improve the utilization efficiency of flood control structures, the project is planned to be in Wan Li Ruver. Under the premise of water resources, further develop the development mechanism and space of various industries, and put forward the overall planning concept of environmental landscape, the concrete feasible plan and management strategy of sharing and co-prosperity with surrounding community industries and recreation sites, and increase the cross-domain plus "Value" local tourism benefits, to achieve the policy objectives of sustainable development of the river.
The project is the first year of the biennium. The focus of this year (2018) includes basic data collection survey and analysis, environmental status survey, topographic survey, river ecological supplement survey, public opinion survey and integration analysis. Data cross-analysis analyzes the environmental resources and development potential of Wan Li River, and proposes space-building zones suitable for river environment development, in order to fully utilize the characteristics of Wan Li River and to define the water environment construction goals of each river section.
This year’s supplementary ecological survey of dry and wet seasons included water and land animal and plant and water quality surveys. In terms of terrestrial animal species, the recorded species are commonly distributed in the eastern plains of Taiwan; while in the aquatic animal species, five species of endemic species in Taiwan were recorded in the second quarter of the case,include Acrossocheilus paradoxus、Spinibarbus hollandi、Opsariichthys pachycephalus、Rhinogobius candidianu. According to the results of the survey, the distribution of fish, shrimp and crab snails and shellfish in various stations was analyzed. The two-station of Wan Li River was investigated for low-staining fish such as Acrossocheilus paradoxus, Opsariichthys pachycephalus and Candidiopotamon rathbunae etc, showed good water quality.
In terms of popular participation and collection of opinions, this year, two local briefing sessions and two environmental education workshops were held to effectively collect local opinions and guidance for the planning of thematic content, as well as the follow-up key demonstration areas and the promotion of vascular management. Two-way communication. In order to understand the policies of government agencies, the tourist needs of tourists and the local residents' thoughts on leisure space and facilities, the project also conducts questionnaire surveys of tourists and surrounding residents in nearby locations, in relevant public institutions and NGOs. A total of 20 valid questionnaires were collected, 87 valid questionnaires for local residents, and 31 valid questionnaires for tourists. The integrated questionnaires show that the development and views of Wan Li River are oriented towards ecological and environmental protection landscapes. It is expected that this project will integrate a series of complete recreation belts. In the aspect of waterfront environment construction, the natural environment is the primary consideration, leaving a natural environment with a beautiful environment.
The plan is based on the preliminary plan of the water environment construction planning plan, with the water environment space experience as the main appeal, emphasizing the design method of the human environment, planning a smooth and continuous swimming line, and guiding the sequence with multi-level theme open space. The conversion and concatenation of the node space guides the crowd during the period of shuttle, stay, leisure, and experience the water environment of each district. According to the space attributes and functions, the base is divided into six major divisions:
Natural Stream Scenic Area - Viewing, overlooking the stream and the forest
Flat forest ecological slow living area—slow step and leisure activities in the forest belt community
Lintianshan Humanistic Landscape Corridor—Forestry Culture and Blue-Green Belt Intertwined with Local Features
Community life waterfront experience - Linshui River, community leisure sports venues
Pastoral and hydrophilic recreation area - the creation of a stream environment, creating a hydrophilic recreation
Landscape, green and live music area – shape the landscape of mountain lakes and lakes.
Based on the analysis of various plans, public opinions and development in this year, the Lintianshan Humanities Landscape Corridor and the Community Life Waterfront Experience Zone were initially developed as key demonstration areas.
The expected benefits of the implementation of this case are to restore the natural vegetation on the river bank, improve the landscape quality, construct the Wan Li River water resources corridor with natural planning and construction methods, introduce water resources environmental education and river propaganda functions, and enhance the overall Wan Li River environment to create benefits, river environment. To create a policy of increasing the hydrophilicity of rest, connecting the surrounding tourism and increasing the local tourism benefits of “cross-domain value-added” to achieve a high-quality water environment.
