經濟部水利署為監控花蓮沿岸、市區以及所轄水域之水情，先後設置4座即時影像監控站，包括花蓮市的七星潭、尚志橋、忘憂亭以及豐坪溪流域的立山站等，可於颱風期間透過「防災應變格網系統」、「行動水情APP」等系統進行遠端水情監控，以提高防災效率，減少人員傷害。然而花蓮縣幅員遼闊，支流眾多，雖有河川管理系統以及花蓮縣水情中心部份影像資訊可協助防災作業，但所提供之資訊仍有不足，本局擬在重要地點增設水情影像監控站，將於1.花蓮大橋、2.箭瑛大橋、3.瑞穗大橋、4.玉里大橋及5.崙天大橋等處(圖1)進行評估與規劃，並依規畫內容完成水情即時影像監視站新建，將有助於本局所轄流域水情掌控，因此予規劃辦理本計畫。

The Water Resources Agency has set up four real-time image monitoring stations to monitor the water conditions of the Hualien Coast and the waters under its jurisdiction. However, Hualien County has a vast territory, apart from the coast, there are many river tributaries. Although there are river management systems and Hualien County Water Center, the video information provided is still insufficient for disaster prevention operations. The ninth river bureau plans to set up six monitoring stations in the Xiugutun River, Hualien River and Hualien Coast next year, and establish a demonstration station. These stations will cooperate with the existing monitoring station.
