本計畫藉由宜蘭海岸現況評估與課題分析，辦理所需改善海堤之基本資料補充調查及觀測，釐清海岸地形變遷機制及研提因應對策，並著重海岸環境營造之原則，以原有海堤整修、景觀改善、海岸復育、環境營造等項目為主，進行宜蘭海岸環境營造規劃，探討海岸防護與環境改善，並兼顧景觀及復育等策略，推動海岸空間活化利用，使原有海堤回復近自然海岸，以維護海岸自然環境，力求減低對海岸地形之影響，並營造海岸生態與多樣性環境，考慮與周邊景觀之融合，創造親水休閒環境，促進海岸資源永續利用，研提海岸環境營造規劃之具體策略與方案，作為宜蘭海岸防護及環境營造之依據。

Existing coastal structure including seawalls, reventments, groins and detached breakwaters for preventing coastal disasters from waves and storm surges were first evaluated. The project deals with the coastal protection environmental rebuilding in the Yilan coast. The length of the coastal line is about 106 km including sandy beach and rocky shore. Data collections and establishment of database for Yilan coast were conducted. Overlapping was simulated during typhoon events using WWM and RAWS modelling developed of the research group. The safety of the seawalls and revetments was addressed. Countermeasures to reinforce the protection function were proposed. Coastal landscapes rebuilding plannings were performed to improve the present coastal environment. Safety ,landscape ,restoration and attraction were also involved in the planning layouts. In site measurements of bottom topograph and biology were also preformed .Changes of beach profiles and bottom configure were also analyzed. The results indicate that beach erosion of Yilan coast has became slowing that before. Some coastal areas are suffering from coastal flooding and damages should be protected using soft protection works.
