南化水庫越域引水工程中設置的甲仙攔河堰位於高雄市甲仙區甲仙大橋上游約450m處設堰取水，取水口和控制室設在旗山溪的右岸，進出靠一條編號A的聯外道路通達，路線呈南北走向，堰區的整體設施和聯外道路安全及右岸邊坡穩定性息息相關。 甲仙堰運作以來，此處邊坡遭遇豪大雨及地震常發生落石、滑動及崩塌等情形，造成聯外道路阻斷，土方崩落至進水口、沉沙池等，影響取水功能並危及人員生命安全甚鉅。106年汛期期間更發生大規模崩塌，造成路面超過兩公尺的垂直落差，阻斷堰區對外交通長達數日之久，影響日常引水操作及設備維修工作。面對氣候變遷及地質的脆弱，在甲仙攔河堰聯外道路A興建橋梁，跨越這段土石崩塌區並兼顧景觀、防災、生態及避開地質敏感區域，提供一條安全永久的通道。 另外再評估一條跨越旗山溪，連接右岸堰區到左岸越堤道路的橋梁，長約200公尺，作為和前一方案之比較。
