107年度第三河川局防汛護水志工服務實施計畫依據104年2月5日經水綜字第10314104550號函修訂「經濟部水利署防汛護水志工實施及管理要點」辦理，包括志工招募、培訓、服務規劃及運用、考核與獎勵、組織行政管理及相關活動辦理或參與。

The defensive and defensive volunteers of the Water Resources Agency were awarded the domestic excellent volunteer team in 2017. It is the organization with the largest number and the widest distribution of all the award-winning volunteers. In order to make flood prevention and protection volunteers of the third river management office continue to exert the spirit and energy of the dedicated service, this plan will create a safe and sustainable home environment with the Water Resources Agency. This year, we will handle various trainings, organizational contacts, and notification management and improve the effectiveness of volunteers’ duties and cohesiveness with good management methods. 1. Participated in the Review of the flood control and water conservation volunteer service team of the Water Resources Agency, and exchanged views on the operation and services of the previous year. 2. This plan handled a professional education training from May 4 to May 5, 2018 and a total of 108 volunteers participated. This professional education training is based on "People’s Supervisory Practice", "River Management Maintenance and Illegal Behavior Notification", "Presence and Prospects of Flood Control and Drainage Management", "Improving the Image of Volunteers to Help Disaster Prevention" and "Promoting Community Prevention". The main axis of the course increases the professional competence of volunteers. 3. This plan participated the recognition activities of the Water Resources Agency on May 11, 2018. The defensive and water conservation volunteers of this bureau won many awards at the conference, and the results are very bright. 4. The number of volunteers notified by the volunteers has increased from 454 to 729, indicating that volunteers attach great importance to the concept of flood prevention and notification, and improve the work of duty and patrol. 5. This plan has been held at the cadre meeting on May 4, November 28, and December 1, 2018. The meeting is aimed at the environmental maintenance competition evaluation, and discusses the priorities of this year’s work. 6. This plan is divided into district counseling sessions on July 29, August 26, and September 1, 2018. The purpose of this meeting is to explain the implementation and management points of water conservancy volunteers, to promote the environmental maintenance competition and the competition method for duty short films, to observe the dust issues and the response methods, the history of Nangang River remediation and the effectiveness of green beautification. 7. This plan handled an advanced education and training on October 28, 2018. The course is based on the theme "Climate change and countermeasures for water resources in Taiwan" and "team consensus from beyond to excellence". After the meeting, the volunteers were led to visit the Taomi ecological village to enrich the volunteers’ expertise in the river. 8. This plan handled the “Level Up” training for cadres on August 14, 2018. Through the visit, volunteers can understand the operation of the disaster-stricken community and the establishment of relevant systems, so that volunteers can benefit a lot. 9. This plan handled a field observation and merit-based volunteer recognition on December 1, 2018. By observing and learning the notification process, the action will be strengthened to enhance the effectiveness of homeland security, flood control monitoring, and river environmental protection. 10. Improve the map of volunteers’ patrols. This plan marked the location of all volunteers on the flood control map, and marked the key patrol area on the map. The patrol map will be used to study and strengthen the area of the patrol area to propose a refined strategy for the future recruitment of volunteers. 11. This plan prepared a manual for volunteer duty and notification. It is planned to establish a complete standard process for notification operations. With a sound notification process, the third river management office can immediately grasp the water conditions of various river sections in the jurisdiction through volunteer notification.
