為維繫自然系統、確保自然海岸零損失、因應氣候變遷、防治海岸災害與環境破壞、保護與復育海岸資源、推動海岸整合管理，並促進海岸地區之永續發展，「海岸管理法」已於104年2月4日公布施行。而在法令公布施行至「整體海岸管理計畫」公告施行之兩年過渡期間，內政部希望「海岸保護計畫」、「海岸防護計畫」及「整體海岸管理計畫」能同時執行擬訂作業。故本計畫將依據「海岸管理法」規定及立法精神，參考內政部研擬中之「整體海岸管理計畫」及水利規劃試驗所「海岸防護計畫規劃參考手冊(草案)」(因該手冊尚配合內政部研擬中之「整體海岸管理計畫」及相關法規滾動式檢討中，後續工作內容需配合其研訂情況，予以修正)，辦理高雄海岸防護計畫規劃工作，需涵蓋後續相關機關擬訂「高雄海岸防護計畫(初稿)」時所需之內容

The " Coastal Protection Project and Planning in Kaohsiung (First-grade coastal protection zones)" mainly aims to prevent coastal disasters, seawater encroachment and national land loss and protect citizens’ lives and assets. Moreover, avoid coastal protection works that damage or reduce the environmental, ecological, landscape, and cultural value of the coastal conservation zone. The main purpose of coastal protection zone designation is to remind people to understand potential disaster characteristics and at the same time, formulate appropriate coastal utilization management and protection in the light of disaster potential. The total length of planning area about first-grade Coastal Protection Zone of Kaohsiung is 43.2 km. The coastline length of northern planning area from Erren River to Dianbao River is about 32 km, including Qieding District, Yongan District, Mituo District and Ziguan District, and the coastline length of southern area from Fengbitou to Kao-Ping River is about 11.2 km, including Linyuan District. In this project, the background information, that are including in the coastal erosion, the tide overflow, storm surge flooding and land subsidence, will be collected, analyzed and collated to provide a reference for disaster potential analysis and coastal protection strategy.
