This project is based on the relevant strategies and implemented aspects of “Taiwan’s long-term development plan for hydrological observations, the Stage II (2015~2020).” It was to plan the related working items to promote the long-term development plan and the value-added and multiple applications of hydrological information. The project will take two years (2018~2019), and its working items include: 1.) Assistance of long-term hydrological development, promotion, and planning; 2.) Hydrological data quality check and application of value-added information; 3.) Evaluations of hydrological observation work; 4.) Applications of Hydrological value-added information platform; 5.) Staff work of review of hydrological analysis reports; 6.) Integrations of hydrological analysis and comprehensive technique and 7.) Training and education of professional hydrological technicians. The results of this project are summarized as follows:1. Assistance of long-term hydrological development, promotion, and planning(1) Completing the operational effect and review report of “Taiwan’s long-term development plan for hydrological observations, the Stage II (2015-2017)”(2) Completing the draft of “Taiwan’s long-term development plan for hydrological observations, the Stage III (2021-2026)”, which contained three main objectives and five main strategies, as follows:a. Objectives: “Breakthrough the bottleneck of current environment and strengthen hydrological observation energy”, “Incorporate sensing communication technology and enhance high-value smart water management abilities”, and “Cultivate seed talents in depth and promote international exchange.”b. Strategies: “Improve observation efficiency and promote technological innovation”, “Accelerate the circulation of high-quality data and implement smart river management”, and “Deeply plow in education of hydrological talents and strengthen technical observation learning and exchange.”c. Management plans and master plans: Under the various strategies, a total of 7 management plans and 22 master plans will be implemented within six years, with an implementation requirement of $1.2 billion.2. Hydrological data quality check and application of value-added information(1) On the part of hydrological data quality check, the review of the data quality check and data statistics processing principles of the 106-year hydrological annual report were completed. Also, the primary and advanced check-up items of the hydrological data quality check and setting of the threshold were completed to provide the application reference and to improve the ability of automated quality check of affiliated observing units. (2) On the part of long-term tracking of the hydrological trends, the relationships between the newly rainfall stations and its adjacent stations of the Central Weather Bureau were established. Besides, the historical ranking and frequency analysis of the rainfall during the flood, the variation trend of rainfall over the years, occurrences of the rainfall quantity over a threshold, and rainfall trend analysis of the year 2017 were also accomplished.(3) On the part of assessment and review of the hydrological analysis model, after screening and joining the large-scale events in recent years, the rainfall-runoff analysis and review of linear reservoirs N, K parameter for the stations in north and central Taiwan were completed. A total of 23 station parameters considered the effects of recent heavy rain were re-adjusted, and 4 station parameters were newly verified, totaling 27 stations.?(4) On the part of analysis and application of rainfall characteristics and actual rainfall pattern, the case study of rainfall pattern design in Heng River Basin was completed. It is suggested that if the concentration-time of the catchment is less than 3 hours or the effective rainfall before the peak is less than 6 hours, it is necessary to include a short-delay rainfall analysis and risk check. Moreover, the actual rainfall pattern design for short-delay rainfalls in the past will help to grasp and assess the risks that may be faced in the future.3. Evaluations of hydrological observation works(1) On the part of revised of the ground hydrological observation manuals of the Water Resources Agency, procedures of automatic flow observation, and hydrological station change and termination were conducted.(2) On the part of evaluations of hydrological observation works, the mentioned evaluations applied to the second and tenth River Management Offices were completed in this year. Based on the in-situ assessment outcomes, it was beneficial to the assessment mechanism for hydrological observation operations.4. Build-up and application of the operation platform for auxiliary of hydrological design(1) Completing the expansion module of actual rainfall pattern of the hydrological-analysis-aided tool, HydroTooL, a training course regarding the advanced hydrological analysis with this tool was also held(2) Completing the operation platform for auxiliary of hydrological design, the auxiliary tool, HydroTooL, value-added information, and case studies of hydrological analysis computation could be looked up and downloaded.(3) Build-up and maintenance of hydrological value-added information database were accomplished. Then hydrological analysis reports were continued to be collected. Outcome abstracts and data sheets of control points have been archived, and the composition of the periodic and nonperiodic hydrological trend analysis e-reports was completed.5. Staff work of review of hydrological analysis reports(1) Completion of the preliminary opinions of 8 hydrological analysis reports (Wuniulan Stream, Dongputun Stream, Bajiao Stream, Shen’aohang Stream, Jiekou Stream, Kengzi Stream, Lanyang Stream, and Heping Stream).(2) Completion of 2 case studies of hydrological analysis calculation: “Management and Planning of Sanxia River, a tributary of Dahan Stream of the Tamsui River” and “Planning of Dawulun Drainage System in Keelung City.”6. Integrations of hydrological analysis and comprehensive technique(1) This project published four issues of “Taiwan’s Hydrological Environment bimonthly newsletter” that provide the information including surface water, groundwater, coastal hydrology, land subsidence, deep sea water, and so forth. Also, the annual isohyet, an average rainfall of upstream basin of each gauging station, and the yearly runoff were published in the 2017 Hydrological Yearly Report.(2) This project published “Special Issue of Taiwan’s Hydrological Environment Trends in 2017” and planed the issue and framework of the chapters for reference of the project in the second year.(3) Twenty-two issues of the drought hydrological trend analysis ten-day reports and two issues of the typhoon analysis reports (contained the events of Typhoon Maria and 0823 extremely heavy rain) were achieved in the year 2018.?7. Training and education of professional hydrological technicians(1) On the part of practical training for hydrological analysis, this project conducted a practical training course, which contained calculations of two real cases, advanced hydrological analysis, presentation skill training, the practical operation of HydroTooL, group competition, and so on. (2) On the part of practical training for hydrological observation, this project conducted a practical training workshop for enhancing governmental employee’s professional knowledge and observation ability. By means of this training workshop, the trainees are expected to get/share professional experiences from/with other participants.
