雙溪生態水庫(以下簡稱本水庫)規劃於新北市雙溪區丁子蘭溪與其主流雙溪之匯流口南方約800公尺處(詳圖1),本水庫計畫現正辦理第二階段環境影響評估中,依前期溝通宣導計畫成果,水梯田復育是NGO團體及在地民眾建議水資源涵養方案。爰此研擬擇可復耕之水梯田辦理規劃,期能發揚地方特色,並加值友善水資源。
水利署臺北水源特定區管理局在104年度完成「臺北水源特定區水源涵養策略應用試驗計畫」兩年度計畫,研究相關成果可供本所參酌,惟本水庫部分民眾與關心團體關切議題(如:梯田滯洪及防洪效果、微氣候調節等)未有分析檢討。而本所已於民國104年完成「台灣地區北部區域雙溪生態水庫可行性規劃檢討(4)-環境、生態專題-環境因子調查」,其中針對雙溪地區進行雙溪流域水梯田(埤塘)之調查,當年耕作中水梯田僅72.5公頃,休耕或棄耕面積達104.2公頃。因此,透過梯田復耕規劃,調查雙溪區內可行復耕梯田,提供相關權責單位參酌,同時在試辦之水梯田,觀測水質水量及調查前後的生態變化,探討水梯田對於水資源涵養及生物多樣性之功能。

About 800 meters south of the intersection of Dingzilan Creek and Shuangxi Creek at Shuangxi District, New Taipei City, the Water Resources Planning Institute, Water Resources Agency, the Ministry of Economic Affairs (hereinafter referred to as the Institute) is in the process of environmental impact assessment of the second phase of Shuangxi Reservoir. According to the results of the previous communication and publicity plan, the rehabilitation of the terraced field is the water conservation plan recommended by the NGO community and the local people. In this case, the terraced field for re-cultivation is selected and planned. It will be carried forward the local characteristics and add value to friendly water resources.
The project focuses on the Shuangxi District of the Shuangxi Creek Basin. Based on the current status of the terraced fields, three types of paddy fields, upland fields and secondary forests are selected to for observation. Experimental devices are deployed, observed and analyzed. Through short-, medium- and long-term planning of rehabilitation, it will realize the vision of Satoyama vision in the area. In the short-term plan, we will formulate the promotion of ecological functions such as water conservation by terraced field rehabilitation. The medium-term plan is to formulate the division of labors of each unit of responsibility. The funds will be also raised for rehabilitating the terraced fields. The re-cultivation plan is to be implemented for the terraced fields in the long run.
The plan uses the infiltration observation data in 2018 to carry out the cost-benefit analysis (Unit area benefit method) for the terraced field rehabilitation period. The rehabilitation plan is of 62.78 hectares, and the groundwater recharge increment is estimated to be 347,599 m3/yr. The benefit ratio for water source conservation is 0.38. In addition to the benefits of water conservation, the ecological benefit ratio of the rehabilitation program is 1.21, if the advantages of flood control, water storage, soil erosion prevention, soil sand collapse prevention, and temperature regulation are further added.
Terraced fields have ecological benefits such as water conservation, flood control and water storage, and the reservoir can be highly regulated from water storage to water supply. It also has a large capacity for rainfall, which far exceeds the capacity of paddy fields, with functions for water allocation during wet and dry seasons. The catchment area of the reservoir still needs terraced fields for water conservation to maintain its functions. Therefore, the reservoir and the terraced fields can actually work hand in hand and complement each other.
