爰此,為加強推廣未來供水策略及多元化水資源開發,藉由蒐集輿情及新聞資訊,掌握本局推動計畫及本局轄管水庫(鯉魚潭水庫、石岡壩、集集攔河堰、湖山水庫)等相關業務之輿情反應,深入瞭解民意取向,透過對話與回應,建立本局與媒體及民眾之溝通管道,降低或化解可能面臨之負面輿論或民怨,並研判重大計畫推動可能面臨之輿情反映及隱含危機,遇有重大輿情或危機事件時,儘速掌握資訊並提出緊急應變方案,以減緩輿情壓力並防患未然,俾益計畫之順利推行。
