本署為加強推動水岸土地認養維護工作，前於104年1月訂頒「經濟部水利署轄管綠美化水岸土地維護管理要點」及105年5月26日訂頒「經濟部水利署轄管綠美化水岸土地認養維護工作考核及獎勵要點」，鼓勵法人、機關及團體參與認養維護綠美化水岸土地工作，以減輕本署維護經費與人力負擔，使營造後綠美化場地持續保有優質環境。 上述要點據以實施後，本署推動認養已有初步成效，累積認養水岸土地面積已逾150.0公頃；惟就現有推動認養相關措施，有部分認養單位建議推動認養工作於行政面、法規面及執行方式，若有輔助誘因機制，可提高認養意願；另為使將來辦理河川或排水環境營造工程，其完工後即可由認養團體立刻接辦後續維護工作，以避免因本署維護預算有限，造成該綠美化場地維護之空窗期，且為宣傳認養維護工作成效，爰委託專業廠商研提或檢討修正認養機制、規劃未來認養潛力場處及辦理推廣認養維護工作，以擴大認養維護成效，減輕本署維護經費與人力負擔。

This project managed on promoting adoption and maintenance of waterfront areas which included evaluating performance, commending outstanding organizations, drafting promotion plans for waterfront areas adoption, plans and suggestions for adopted and potential waterfront areas and holding events to promote waterfront maintenance. The project assisted in reviewing the adoption mechanism and drawing up and strengthening the adoption plans. To research methods of tax credit through donations and proof of work expenditures, to create attractive waterfront areas and to strengthen the ability and knowledge of adoption units are the main focus of maintenance part. To research and adjust the assessment groups, incentive methods and assessment standards based on the recommendations of each unit and the actual maintenance situation and adoption scale is the main point of the assessment and reward part. The above mentioned plans were discussed by relevant seminars of the Department and confirmed as a follow-up direction. The project had aimed adopted and potential waterfront areas and invited experts and scholars in the fields of sightseeing, landscape, marketing, law, etc. to perambulate on-site. Suggestions for landscape improvement, land use, and tourism industry combination are given to each site. The area which is from Yilan River West Gate of Yilan City to Xincheng Bridget was successfully adopted and four sites were planned to be adopted in 2019 after on-site perambulation. The project had achieved a great result and would continue to promote waterfront adoption and maintenance plan in the future.
