白河水庫於民國54年6月完工,為兼具灌溉、防洪、給水及觀光等多目標功能之水庫,目前由嘉南農田水利會(以下簡稱水利會)營運管理。近年水庫淤積情形嚴重,為恢復蓄水庫容、減低缺水風險及提昇防洪功能,落實水庫永續經營,遂近年持續辦理水庫相關更新改善規劃及工程施作,第一階段改善計畫已納入曾南烏計畫辦理,包括新建庫區防洪防淤隧道、大壩壩體改善、2座出水工的改善以及壩前庫區清淤,其中主出水工及糞箕湖出水工改善,並配合部分清淤後,可達穩定白河水庫供水的目標,防洪防淤隧道完成後可輔助洩洪、降低水庫最高洪水位,也可作為主出水工之供水備援設施,並兼做水利排砂管道,再搭配增加水庫蓄洪容量及大壩心層改善等措施,對水庫安全性及水庫防洪防淤能力具有提升成效,可達維持水庫營運安全的目標,以上工程現皆正積極辦理施工中。
為持續推動白河水庫後續更新計畫,除延續前期的計畫成果外,在104年「白河水庫越域引水工程初步規劃」的優選路線:澐水溪經鹿寮溪水庫到白河水庫之越域引水方案上,進行補充地質調查,以及檢討隧道路線及工程方案,並考量庫區防洪防淤隧道將預計於108年7月完工,研擬如何有效利用既有防淤設施增加排砂量的策略,使發揮最大的排砂效果。並針對後續計畫清淤及去化問題提出未來執行的規劃,配合行政院前瞻基礎建設-水環境建設項下的白河水庫後續更新改善工程計畫的推動,於本計畫各工作項目檢討後提出整體的工程計畫書,爰辦理「白河水庫防淤排砂及越域引水策進方案研擬與補充地質調查」委託服務計畫,協助本局執行規劃檢討及編撰計畫書向上陳報等事宜。
英文摘要
The plan is to continuously promote Baihe Reservoir’s follow-up renovation plan. In addition to the continuation of the preliminary planning results, the optimal route for the " Preliminary Planning of Cross-District Water of Baihe Reservoir " conducting supplementary geological surveys, as well as reviewing the tunnel routes and project plans, considering that the flood and sediment sluicing tunnel project will be completed in the 2019, the plan will study how to effectively use existing silt prevention facilities to increase the sand discharge capacity and maximize the sand discharge effect. Planning for the future implementation of future plans for desilting and dematerialization issues, in line with the forward-looking infrastructure of the Executive Yuan and the promotion of the Baihe Reservoir Subsequent Renewal Improvement Project under the Water Environment Construction Project, apply for this project.
1.Supplementary survey:(1)Total of 6 holes for geological exploration were completed. Indoor and outdoor tests including 9 sets of standard penetration tests, 6 sets of soil general properties, 12 sets of rock uniaxial tests, and 9 sets of weak surface direct shear tests.(2) A ground resistance image survey line was set up for the starting point and the end point of the diversion tunnel. The total line length was 200m.(3)From the stagnant pool to the downstream of the Ganzhai No. 2 Bridge, a 1/1,000 topographic survey is carried out. The measured area is approximately 16 ha.
2.Geological assessment:The strata along the tunnel are mainly modern alluvium and subgingival strata. The rock mass is generally complete. The regional strata state is about 20-50 degrees northeast and about 25-30 degrees northwest, with the tunnel axial and strata From a small angle oblique to parallel, the impact on excavation is acceptable, and no large geological structures pass along the tunnel. The geological conditions along the diversion tunnel are simple. However, the tunnel will pass under the accumulation of some terraces. Special attention should be paid to the groundwater problem and stability of the arches.
3.Transbaisn Diversion Project:After the adjustment of this plan, the elevation of the starting point of the water diversion path is EL.125m, which will facilitate the re-tunneling of the tunnel along the ridge-altitude contour line. The total tunnel is 0.96km, the open channel is 650m, the underdrain is 550m, and the aqueduct is 480m. The total length is 2450m. 1/1,000, total project funding is about NT$0.644 billion.
4.Flood and Sediment Sluicing Tunnel and reservoir operation strategy review:Stages1 and 2 need to cooperate with the reservoir to dredge dredging, so the empty period is extended to 31th to 20th ten-day and 1th to 20th ten-day,. Stage1 is to add silt-retaining tunnels, and the capacity of hydraulic sand expulsion is 249,000 m3/year. Stage2 is to add the bypass reservoir anti-fouling project and the reservoir silt-removal tunnel joint operation. The hydraulic sand expulsion capacity can reach 331,000 m3/year; Stage3 with the water diversion project, shorten the empty period to 14th to 20th ten-day, and consider the joint use of the Lu-Liau reservoir, the hydraulic sand capacity of up to 412,000 m3/year. The annual water supply potential can increase by 4,200 CMD. If all the water sources are used to provide Baihe, the hydraulic sand capacity can max to 423,000m3/year, and the water supply potential can increase max to 31,500 CMD.
5.Dredging Project:In line with the Baihe Reservoir’s follow-up renovation and improvement project schedule, the overall working period is 2019 to 2027 and is divided into two phases. The plan is to restore the reservoir capacity of 15 million m3, and the earthworks will be temporary site of 1 to 3 zones downstream of the dam. A total of 950,000 m3 can be accommodated, and earthworks provided for the exchange for public works. The remaining earthworks are selected from the site of the Jishui River site A and D and the Baishui River site E, which can accommodate a total of 6.7 million m3. The total funding for the dredging project is about NT$2.26 billion.
