本案依據預計於106年完成之區排情勢調查中的一般調查（民眾參與）及105年已完成區域排水生態指標及評估檢核方法之研究等，實際推動民眾參與區域排水簡易自主環境調查，除一併檢討一般調查作業方式、手冊的操作性之外，並將區排健康評估納入民眾參與的實地操作中，有助於區排廣泛的長期環境資料累積，而不受專業調查頻度低、經費高之限制；並期建立區排民眾參與的長期可執行模式，落實公私協力，並將此類調查成果回饋至資料庫中，增加資料再應用的機會。

This project selects the Ke-ya-Chi Drainage, Leng-Shui-Keng river, Nan-tun-Chi Drainage, Ai-liao-xi Drainage and Shuei-wei Drainage as the model cases for Public participant observation. Each model case runs 1 time training and 2 times Public participant observation. At the same time, implementing the local public participation and achieving the purpose of public-private partnerships, providing the specific recommendations for the follow-up people. The feedback of the processes and methods will be used to review the Public participant observation. The suggestions consists of the follwing: (i). Model case continues to track. (ii). Establish a complete training system. (iii). Provide a certificate of study. (iv) To research and development Teaching Scheme and apply to elementary school or the junior high school. (v). Promote Public participant observation to local government and river management. (vi). Drainage Guardian Ambassador. (vii). Assessment competition. (viii). Drainage Guard Ambassador/Volunteer Alliance. (ix).To reinforce i-water application. (x). To set participatory survey Website. In summary, we propose specific recommendations for Public participant observation. These specific recommendations can be the strategy for the drainage workshop’s up-coming operating. In the end, this project producted activies vedios and books as the relevant information for follow -up people to use .

這份報告是「民眾參與區域排水環境營造推動計畫(3)」的參與式調查部分，旨在透過民眾的實際參與，提升對區域排水環境的關注與監測。計畫選定了客雅溪、冷水坑溪、南屯溪、隘寮溪及水尾溪排水幹線等五處區域排水作為案例，並針對這些區域進行了參與式調查的培訓與實地操作。 調查內容涵蓋流況、水質、生物及景觀感受，並簡化了原有的區域排水健康評估表格，使其更易於民眾理解和操作。計畫也探討了參與式調查的推動機制，並提出了多項建議，包括建立完整的培訓制度、志工化參與人員、開發教案、以及建立專屬網站等，以期能長期推動民眾參與，建立區域排水環境的長期監測資料，達成公私協力。
