澎湖縣龍門海堤前方目前有綠帶土坡及龍門尖山商港(如圖 1 )。目前商港向南延伸防波堤，龍門海堤是否仍具備抵擋潮浪之功能可進行檢討。可透過基本資料調查分析與專業之評估及考量龍門海堤具有歷史性、觀光性價值、配合商港整體規劃及地方民眾權益或建議，提出符合目的事業單位與地方需求之海堤存廢與管理方案，以建立適時適地之權責管理。 文化部文化資產局於99年公告望安花宅聚落為文化資產聚落建築群。臨海側中社海堤及突堤，以降低颱風波浪的侵襲所造成人民生命財產之損失。地方民眾建議延長突堤及拆除海堤恢復沙灘，期能回復往昔中社沙灘之美景，在兼顧文資古蹟維持與海岸安全防護下，須妥慎嚴謹的來進行評估，在考量遊憩戲水、海岸安全與文化資產的前提下，先期依地方需求，本局於105年委託澎湖縣政府代辦完成中社堤防改善及突堤延長。但因貿然執行海堤降低或拆除，對海岸防災安全與文化資產保護極可能造成威脅或影響。為求有效之解決方法，應研擬海堤降低之可行性評估及海岸環境復育。 七美海豐村沿岸海堤或保護工，兼具防潮禦浪與海岸親水的功能，在考量景觀視覺、海岸安全與消波塊或塊石之功能性使用，應進行整體海岸段海岸防護設施之安全性評估，以提出適時適地的因應對策，研擬出較佳防護方法及海岸環境復育因應對策。

Since the breakwater of Jianshan Merchant Harbor and green belt locate at the seaward side of Longmen Seawall, Penghu County, the question whether Longmen Seawall is important in tide and wave protection can be examined. Pursant to investigation of related data, expert opinions, the historical and tourism values of Longmen Seawall, integrated plan of Jianshan Merchant Harbor and rights(or advices) of local citizens, this project formulates seawall management and removal plans which meet the requirements of competent authority of related business and local citizens. In addition, Zhongshe Seawall and Breakwater currently reduce citizens’ life and asset loss caused by typhoon waves. However, the Bureau of Cultural Heritage, Ministry of of Culture announced that Wangan Huazhai Ancient Residences is Cultural Heritage Residences in 2010. Hence, local citizens requested extending the breakwater and removing the seawall for restoring the landscape of Zhongshe beach. This project carefully and rigorously examined the requests to balance between cultural heritage maintenance and coastal protection. Pursuant to local citizens’ request, the 7th River Management Office requested Penghu County government to improve the seawall and extend the breakwater pursuant to the requests of local citizens in 2016. Since sudden lowering or removal of seawall may damage cultural heritage and coastal protection, this project examines the feasibility of lowering seawall and formulates coastal environment restoration plan. For the environment sustainable regeneration of Longmen and Zhongshe coasts, this project investigated coastal environment characteristics and evaluated the effectiveness of existing coastal protection works based on the results of in-situ surveys and collected related data. Then, the environment sustainable regeneration plans of Longmen and Zhongshe coasts were formulated for future work on environment sustainable regeneration.
