The range of Kaoping River Basin is vastly high. In recent years, because of the environmental change and climate anomaly, the extreme rainfall was often happened. In 2009, the Kaoping area was attacked Typhoon Morakot to cause severe damage of levee structure. At present, every hydraulic structure in the basin is still threatened by the unexpected calamities, such as typhoon, heavy rain or earthquake. In order to keep sustainable use, it is planned to inspect and assess part of suspicious hydraulic structures, so as to seek the effective maintenance and reinforcement alternatives, to support the subsequent maintenance management.
As for the visual inspection of Ailiao River, there were 12 damaged places, and it was found no places should be noticed for improvement and more severe. The ground penetrating radar was adopted to detect the levee in 10,290.5m of length. It was found that 1,081m of hydraulic structure had slightly cavity signal, 10m of hydraulic structure had intermediate cavity signal, and no hydraulic structure had serious cavity signal. The proportion of slight and intermediate cavity accounted for 10.50% and 0.93% of total inspection line. The results of rebound hammer test spanned between 330.8~512.3kgf/cm2, and the concrete compression strength spanned between 359~509kgf/cm2. After cross comparing the damage points of visual inspection and the cavity positions of ground penetrating radar detection, the results showed that most damage points belonged to surface damage, only slightly cavity signal was found at 1K+697, 7K+135 of Likang Levee and 2K+786 of Hsinnan Levee. It is predicted that the damage belongs to surface penetrating type.
According to the levee damage assessment system of this case, the influence degree of 12 damage places found by visual inspection is normal grade for whole structure of levee. The main reason for very slight influence on levee body structure is most damage is crack mainly and protected by more than 200m wide beach. It is judged the damage situation is caused by the secondary compacting subsidence. In order to avoid expanding the scale of damage continuously, the improvement alternatives are still proposed for every damage place. The surface sealing way and crack filling way are main repair methods. There were 12 damaged places in the program by visual inspection, the estimated repair fee is about NT$ 1,129,000.
The risk assessment considers various factors of comprehensive disaster risk caused by related action each other. This program adopts the flooding disaster caused by the collapse of embankment as the selection standard of risk factor. The risk degree at both banks of Ailiao River at cross-section from 100 to 132 belongs to low grade. Upon considering the first level assessment results of each factor, the collapse risk and seismic risk of Ailiao River are intermediate grade. The Ailiao River has 4 direct flushing sections with intermediate risk grade, which are Likang Levee (section 102), old Nanshih Levee (section 109), Ailiao Levee (section 118), and Suiminchun Levee (section 132). The seismic risk of Ailiao Levee and Dalukwang Levee of Wulao River belongs to intermediate grade.
This program will adopt the “Technical Directions for Hydraulic Structures Inspection and Safety Evaluation - Flood Control and Drainage Structures)” as the basis of reference standard. In addition, the basin characteristic factors such as population density, land use, important facilities or economic and trade gardens, stratum subsidence area, high potential area of soil liquefaction, geological sensitizing range of the active fault, levee model and height, width of beach and auxiliary protection will also be considered, and the recommendation for the definition of “certain scale” will be provided. As for different function and structure for water storage, water channeling, flood control, and drainage, the items and contents of safety assessment should be handled in accordance with their characteristics. In respect to the safety assessment classification, it is recommended the structure of flood control, drainage should be assessed regularly, and its frequency might be once per 5 years as a principle.
