民國67年，時經濟部水資源統一規劃委員會考量臺灣地區水資源開發利用與保育分由不同性質之機關推動辦理，各標的建設投資經費資料散處各機關，亟待統一彙整，遂逐年編印「台灣地區水資源投資分析年度報告」供水資源規劃之參考；期後，為豐富年報內容，同時展示政府投資成效，98年開始規劃及建立水資源公共建設投資評估指標系統，提供水資源投資景況及未來施政推動參考，同時建立水資源投資分析年報資料管理系統，透過網路填報各項資料，節省公文往返之時間及減少資料印製之作業。 近年來，水資源投資經費已從建設經費為主，逐漸轉向維護、更新及管理經費，使得水資源投資效益評估應由剛性之堤防建設長度、淨水廠處理能量、水污染整治長度等工程建設面向出發，逐步納入既有設施維持經費彙整，並與政府政策目標結合，以衡量投資符合投資目標，並與國際相關指標進行評比，使得指標之量化數字轉化為民眾易於瞭解之意義，且可瞭解水資源投資是否符合國際潮流。 為協助本署能持續建立各目的事業主管機關及事業單位於水資源投資經費資料，並更新指標相關水資源投資，以出版105年度「台灣地區水資源投資分析年度報告」，同時考量政府投資變遷及網路技術，針對既有年度報告及其資料管理系統，進行蒐集標的定義、年報架構、內容呈現、填報方式及系統功能調整之修正或改版建議，且針對投資效益呈現，應針對數個指標或政府需求進行研究、分析，以提供水資源施政之參考，特委託辦理本計畫。

Water Resources is one of the critical elements for national development; such as water storage, flood response and emerging water resources technologies are issues needed to be considered cautiously. Therefore, the trends and effectiveness of water resources investments need to be carefully reviewed and analyzed, then coming investment strategies can be better adapted to environmental and social changes. For the annual publication of reports titled “Water Resources Investment Analysis in Taiwan,” statistical data and key indicators have been compiled and analyzed, all the results could be used for governmental agencies and water resource related institutions. The main purpose of this project is to facilitate Water Resources Agency to continuously set up water resources investment data and to update 26 key indicators for showing the investment trend. With the cooperation of 78 relevant institutions, 110 copies of “2016 Annual Report of Water Resources Investment Analysis in Taiwan” have been completed by 31st of October 2017. A case study on the results of the domestic water supply system was conducted. The study on improvement of water leakage rate in Tokyo has been used as a good practice. In the above-mentioned case study, 4 key indicators of public water supply have been analyzed. And the performance of water supply areas of 3 key Taiwanese cities have been compared. Relevant conclusions and recommendations included could be used as reference for water resources institutions. The annual reports of “Water Resources Investment Analysis in Taiwan,” has been compiled since 1978. The investment for water resources construction has been gradually improved and funding for facility maintenance and management has been increased year by year. Based on the historical achievement and data of the annual reports, overall sources, report structure and content layout have been reviewed. Based on the review, the proposal for adjustment and revision of coming (2017) annual report has been implemented. In addition, after considering the functions of annual report data management online platform, also adopting relevant survey with cooperation institutions, the system, usage and management aspects have been reviewed cautiously. The overall proposal for revision and adjustment has been conducted, which could be used as reference for relevant institutions.
