為促使各機關建立自主管理機制，落實各項政策推動，行政院自90年度起依據「行政院所屬各機關施政計畫管制作業要點」及「行政院所屬各機關施政計畫評核作業要點」規定實施施政計畫三級管考機制，並依重要性、優先性及綜合性區分為三級，分級管考。本署爰依經濟部訂定管考機制運用行政院政府計畫管理資訊系統辦理管制與考核作業事宜，針對行政院列管計畫擬定年度作業計畫，於每月由主辦單位執行並經管考單位負責督導及審查，最後於年度終了時辦理評核，透過評核結果，瞭解計畫是否達成既定目標及績效，作為繼續執行或改進計畫的參據。除此之外，本署於88年已啟動列管計畫推動小組會議運作機制，並於91年度4月訂定「經濟部水利署列管計畫推動小組設置要點」，針對本署執行由行政院專案列管計畫（石門水庫及其集水區整治計畫及易淹水地區水患治理計畫等）、行政院公共工程委員會一億元以上公共建設計畫、經濟部年度重要施政計畫及經濟部業務會報專案列管等相關計畫，每月主辦單位執行並由管考單位負責督導及彙整提報，定期每月召開列管計畫推動會報檢討，藉由上開管考機制，得以提昇施政計畫品質，以有效達到績效管理目標，進而提供社會大眾優質之公共服務建設。

"2017 Annual Professional Training for Policy Plan Management" Program (hereinafter referred to as the Program) invited staff organizing, co-organizing, managing, assessing policy plans in institutes of the agency and other relevant personnel to strengthen their field knowledge, bring professional synergy into play, and to enhance efficiency of plans and performance of management and assessment. The Plan included Professional Training for Managers of 2017 Administration Plan and 2017 Internal Control and Internal Audit Education and Training. The successful completion of the plan relied on active participation of and suggestions from various divisions. Overall, participants gave an average satisfaction rate of 93% for the education and training by giving high recognition and praise to the courses and lecturers. A total of 300 copies of manuals related to evaluation regulations of administration plans of Water Resources Agency, Ministry of Economic Affairs, were compiled and printed this year. Major administration plans from 2016 to 2017 as well as project achievements from relevant divisions were compiled and burned to CDs for future reference when compiling project results. A handbook, “Prospective Environment and Wise Management for Water Resources,” about outstanding construction projects which won Public Construction High Quality Award in 2017 was also compiled in order to promote the effectiveness of administration plans of the Water Resources Agency.
