在環境變遷複雜、資訊傳遞快速、競爭激烈的巨量知識時代，傳統層級的組織結構似乎已無力應付接踵而至的衝擊與挑戰，必須不斷地在個人、團隊及組織層面創新學習，尋求突破。除了自身對環境變遷調適經驗累積外，透過全球資訊蒐集研析，了解各國水資源政策(包括河川環境改善措施、防減災等)，汲取他國長處與融合國外成功經驗，藉以提供改善臺灣水資源政策推動參考。 為有效地回應變遷迅速之環境，透過向外學習汲取各國水資源政策、各項水資源新知議題與技術長處，彌補未來不可知之挑戰風險。為擴大水利領域，更廣泛蒐集相關水利資料(包括河川環境改善措施、防減災等)，萃取重要資訊，並規劃水利知識庫，進而推動知識加值、應用及擴散。提供本署現階段水資源重點工作之參考，並期水資源技術及政策得與世界接軌，降低天然災害發生風險及傷害，建立水資源利用的永續平衡狀態，俾利作為台灣在進行水利政策規劃時的參考；並透過系統平台擴散分享資訊，厚植水利署同仁跨領域專業知識，以協助組織增進水資源管理之跨域治理能力。

In this era of complex big data and rapid-changing environments, rapid information transmission, and fierce competitions, an organizational structure that is regulated by the traditional hierarchy seems to be incapable of coping with the impacts and challenges that come one after another. Continuous innovations and learning are required for a person, a team, or an organization that is in search of breakthroughs. In addition to the self-accumulation of experiences obtained by adapting to environmental changes, it is also expected to understand the water resource policies of other countries, learn the strengths of other countries, and integrate the successful experiences overseas so as to provide a reference for promoting the water resource policy in Taiwan. We reviewed worldwide topics that are relevant to water resource policies in this program. After further reviews, two topics were selected for the investigation and the analysis of the new knowledge around the world and these include the “A Starter’s Guide” and the “Room for the River”. A Starter’s Guide aims to protect and manage the environment of freshwater and ocean. The cooperation between different field has a beneficial effect on decreasing administrative procedures. So, we can extremely learn the measures, monitoring, reports and appropriation expenditure. Room for the River is greatly famous for the advanced hydraulic engineering that focuses on expanding river section instead of height increasing of levee. They provide a integrated plan including flood prevention, landscape, improving area. It is worthwhile to get the operation integrating different opinion. Worldwide topics that are relevant to water resource policies were reviewed in this program. After further reviews, two topics were selected for the investigation and the analysis of the new knowledge around the world and these include the “Green Infrastructure” and the “Coastal Reservoir”. Not only does Green Infrastructure efficiently mitigate rainstorm and runoff, but it reduces Urban Heat Island Effect and increasing. It is very hard for Taiwan to select a area to built coastal reservoir. For the important water resource news worldwide, abstracted translations of global water resource news were conducted and the map of the distribution of disaster news was produced. Between June and December in 2017, we collected 148 news and 7 maps that fully present the contents of important water resource news for the reference of drafting water resource policies. We also focus on the water economy that we check the files and data of water resource agency. This program integrated the general services publications by the Water Resources Agency and consolidated them into the 2016 Annual Report by the Water Resources Agency. Moreover, for the introduction of the Water Resources Agency, we updated the current data of the introduction to the Water Resources Agency, Ministry of Economic Affairs and we also carried out the art editor tasks including the cover design. We expect to make up for the unknown challenges and risks in the future by learning water resource policies, new knowledge and topics of various water resources, and technological advantages from other overseas countries. We also expect to enlarge its coverage to the entire water resource territory and collect the relevant water resource data extensively for extracting the critical information. This study update knowledge platform and enlarge the database. Besides, the platform provides latest news and various reports to read and download.
