台灣地區年雨量不少,但受地形及季節性之影響,可用水量並不豐沛,近年來由於蓄水設施建設遇到瓶頸,及各項用水之激增,水資源已有不足之現象,再加上全球氣候變遷之影響,使得形勢更加嚴峻,因此有積極強化節約用水推動之必要;其中大用水戶之總戶數雖低,總用水量卻極大,如能促進其節水,將有所助益,因此立法院於105年5月6日三讀通過增訂水利法第84條之1,對於一定水量以上之大用水戶開徵耗水費,配合耗水費之開徵所需之作業支援,,爰擬以本計畫辦理相關工作。
英文摘要
After amendments to Article 84-1 of the revised Water Act on May 25th, 2016, the Water Resources Agency conducted three pre-administrative operations related to levying of water conservation charge including enquiring and relocation of water users, establishment of water conservation charge system, and handling public meeting for levying of water conservation charge.
Water supply targets for different water sources, including surface water, ground water, tap water, and contract water, have to be collected and identical water users should be integrated for 28,190 water users in the first period and 34,500 water users in the second period of 2017. The water users are filtered by eligible types for levying of water conservation and water consumption with the threshold of starting levying. There were 9,685 water users in the first stage and 8,822 water users in the second stage. The total amount of water used for the two stages is 2.05 billion cubic meters per year, and the amount of water conservation charge would be 2.97 billion NT Dollars per year. The water users for levying are mainly including chemical industry, electronics industry, basic metals, and paper industry, and the water conservation charge from these industries accounts for more than 50 percent of the total levying amount per year. The major water consumption are distributed in Taoyuan City, Kaohsiung City, Taichung City, Tainan City, and Yunlin County, and accounts for more than 60 percent of the water consumption of all water users being levied.
At the same time, water conservation charge system was established as a platform for subsequent operations. Planning of system functions was defined through user needs interviews. The overall system architecture was based on design methods and tools, software organization, system processes, software components, interface design, and data structure. , database design and exception handling, and other aspects. Started from November 1st, 2017, water users were invited to test the system online. The details of related functions are modified through the system trial operation for three months to correspond with the operator’s habits and to test the stability of various functions of the system.
Finally, 40 public meeting were held to explain about the policy and levying system to the water users mentioned above. There were 6,603 water users invited to the public meeting, and total 1,811 people and 1,375 companies attended. The preliminary recommendations are proposed in this project in response to the opinions from attended water users, and could be the reference for future governance actions of government authority.
