再生水廠智慧管理科技應用探討及規劃--光碟版=Investigation and Planning on Technical Application of Smart Water Reclamation Plant Management System

近年全球氣候劇烈變遷,極端氣候屢屢發生,加上水資源開發日益困難,國內水資源政策已將節水及再生水資源發展列為重點。本署於兼顧供水安全、產業發展與社會正義的前提下,已著手規劃具前瞻性且務實可行的水資源配置、循環利用與管理架構,目前正積極推動「智慧水管理創新產業發展計畫(106-109年)」,將水資源之監控與管理系統整合至物聯網(IoT),並藉由數據遠距傳輸系統架構,鏈結前端感知設備與後端資訊應用平台,進而發展具有智慧決策功能的創新智慧水管理系統。
考量再生水系統建置可能發生之各類風險前提下,探討及規劃再生水系統之進水端、處理端及供水管線端等導入智慧管理技術並透過實廠測試,確認智慧管理技術之可行性,並據以研擬再生水廠智慧管理系統建置規範。此外,亦將探討再生水與其他關連領域連結之跨域加值應用及運用大數據分析及物聯網技術之可行方式,爰辦理本計畫。
英文摘要
The smart system of WRP (wastewater reclamation plant) includes wastewater inflow, WWTP (wastewater treatment plant), WRP, conveyance pipelines of reclaimed water and end users. The ICT/IoT technologies are introduced under the condition of lacking operational data of WWTP. The WRP has totally different operational concept comparing with WWTP.
Two pilot tests of LoRa wireless communication system, one in the campus of NCTU and one in the WRP in Taoyuan, have been conducted to verify the technical and economical feasibilities of the smart WRP transmission system. The LoRa wireless monitoring and communication system is tested in the campus of NCTU with 0.63% signal loss rate and then conduct in-situ test in WWTP with 0.32% signal loss rate which are far more less than regular recognition of 10%. The big data from other places are collected and normalized. The data formats of performance are carefully designed to provide to the information users.
A conference gathering experts from all related fields has been held to verify the feasibility of the smart WRP system proposed. The technologies of big data analysis are proposed. The applications of big data analysis on water quality prediction, output value prediction and matchmaking on water supply are proposed as added value of the WRP smart system.
