Water conservation work is comparatively difficult in Taiwan because the island suffers by the uneven distribution of rainfall and coupled with rapid current of the rivers. Moreover, severe floods and droughts seem more frequent than before and the water demand in urban areas continues growing, which have resulted in an urgent need to explore extra water resources for solving the water shortage problem.
Since providing the required information for a proposed dam site is a time consumed work, to develop an efficient way for geomorphologic and hydrological data integrating for further analysis is considered important. An information system was developed in this project based on open source GIS technique. There are total 10 river basins to be included in the information platform within 3 years. In the first year (2015) project, the information system for Fengshan River, Houlong River, and Bazhang River basins were developed. Information systems for Lanyang River, Jishui River, Zhuoshui River, Shuaimang River basins were developed in the second year (2016) project, and Zhonggang River, Peigang River, and Linbian River basins were finished in the third year (2017) project. All the river basin systems will be integrated on an open source GIS platform to meet the requirement of preliminary planning work for a new development water resource project.
In this year project, a platform for water resources information was developed on an open source geographic information system (open source GIS). The system has integrated geomorphologic and hydrological calculation functions for available water analysis. The operating functions of the platform contain Water Resources Database, Pre-set Menu, Rainfall Analysis Module, Runoff Analysis Module, Reservoir Analysis Module, Water Resource Module, Spatial Analysis Module, Landslide Analysis Module, Result Demonstration Module, and System Updating Function.
The system can estimate dam-backwater flooding area, reservoir capacity curves, and spatial analysis at any location in the watershed, and it can also afford detail information for runoff analysis, probable maximum flood, exceedance probability analysis, surplus water analysis, and reservoir water supply analysis in the watershed. This integrated platform can provide a convenient way for engineers to obtain most of the required information while performing water resources planning and design work.
