依據水利署105年「臺灣中部區域水資源經理基本計畫」，因應工業用水需求大幅成長，尚未核定用水計畫之新增產業用水，包括臺中港工業區、彰濱工業區及雲林離島基礎工業區之用水需求，除加強辦理工業節水措施外，依工業優先利用再生水策略，須自覓其他多元供水來源。目前臺中港工業區規劃由臺中巿福田水資源回收中心放流水回收再生利用；另彰濱工業區，中期利用福馬圳取烏溪下游水量利用及線西再生水廠，中長期宜考量福田水資源回收中心放流水回收再生利用。

1. Water supply program Water demand in Changbing Industrial District at 2031 is expected to be 75,000 CMD. Presently, the plan is to provide the demand from three sources, namely 15,000 CMD from potable water system, 50,000 CMD from Fuma Canal and 10,000 from water reclaimed at Futien Treatment Plant. Considering the fact that water supply from Fuma Canal may be interrupted due to possible canal damage, annual maintenance, or lack of stream flow in Wu River, in this planning it has been considered that the project should provideg sum of flows to be supplied by Fuma Canal and reclaimed water, plus 15% water loss in water quality upgrading. Thus the amount of water needed from Futien to Changbing Industrial District is 69,000 CMD. 2. Engineering planning It is recommended that Highway Tai-61B be considered as the corridor for the water transmission pipeline. This route has the advantages of being short in length, sufficient space for pipe installation, low level of difficulty in construction, low environmental impact, etc. Results of evaluation indicated that a 1,000 mm diameter pipe would be suitable for transporting 69,000 CMD. It is also suggested that BAF (Biological Active Filter) be adopted as the pre-treatment process of the Fuma Purification Plant, in order to meet water quality standard in Changbing Industrial District. 3. Economic analysis This project will include booster station, pipeline and water treatment facilities. The project construction cost in estimated to be 1.99 billions NTD and the total project cost is 2.19 billions NTD. The cost for unit raw water is estimated to be 9.82 NTD. This project can replace water resources to be provided by Fuma Canal. The replacement benefit is estimated to be 248.83 millions NTD. The annual cost is 214.42 millions NTD while the annual net benefit is 34.41 millions NTD. Thus the benefit/cost ratio is 1.16. 4. Financial plan Based on the joint use of the Fumachu Water Purification Plant, the project will use water supply jointly with Fumachuang water to consider the water supply of Futian in the dry season (January to May, October to December) and the water supply to Fumachu from June to September, with an average of The water supply cost was 10.88 NTD per cubic meter. The water supply cost for this project was about 10.96 NTD per cubic meter, slightly more than the 10.73 NTD per cubic meter water supply for Fumazhen Water Supply. 5. Promote Strategy It is recommended that the project be implemented is two stages. The first stage is to construct the pipeline.
